Parks Commission Meeting Minutes <br />July 14, 2003 <br />Page 4 <br />1 City must release Veit from liability or they will not let you on the property and that this is <br />2 standard practice. Once the City signs off on the project, the City can do whatever the City wants, <br />3 but until then, Veit is responsible. <br />4 <br />5 Commissioner Jenson questioned how long the guarantee period is. Public Works Director <br />6 Hartman stated it was for one year. <br />7 <br />8 Vice Chair Koehntop stated at one point the Commission determined they did not think a <br />9 concession stand was appropriate here. <br />10 <br />11 Mr. Anderson questioned if the City Council and the School Board approved a formal plan for <br />12 the park design and the only way to proceed with a concession stand was for the Commission to <br />13 see an amended plan and forward it to the City Council and School Board with a <br />14 recommendation. The design needs to be formally adjusted before anything can be done and the <br />15 Commission should approach this carefully. Mr. Zurbey stated he believes they have partially <br />16 gone through the process and that Mr. Urdahl was told to raise money for the dugouts. <br />17 <br />18 Commissioner Jenson commented the Commission needed to determine the process for these <br />19 changes before they are made. <br />20 <br />Council Member Sparks asked who is making this decision and if Mr. Urdahl was asking the <br />22 Commission for permission. Mr. Urdahl replied a year and a half ago he asked if dugouts could <br />23 be added. He was told there were no funds in the project for these and told to raise funds. The <br />24 concession item came up once the permit was applied for from the City. He stated they were able <br />25 to raise the funds and have talked to both the City and School Board. He was told to apply for a <br />26 building permit. <br />27 <br />28 Public Works Director Hartman stated it would have to be approved by the City Council and the <br />29 Commission and then reviewed by the building inspector. The inspector can look at plans but <br />30 does not have the final say. It has to be approved by the Commission, School Board and City <br />31 Council. <br />32 <br />33 Vice Chair Koehntop stated he met with the school superintendent and stated that he did not <br />34 know about these issues. He stated he preferred the Commission review any changes first. <br />35 <br />36 School Board Representative Denise Dunn stated the school board was not aware of all of the <br />37 issues on the punch list but they will be discussing them at the joint meeting on July 29t. <br />38 <br />39 Chair Jindra commented she did not want it to sound like the Commission directed Mr. Urdahl to <br />40 go out and fundraise for the dugouts. Mr. Urdahl stated that was not the case, but that he had <br />41 presented plans to Mr. Wong and Mr. Koechlien. He did not mean it to be a surprise and that he <br />had planned all along to bring in plans, but the permit was applied for first. <br />44 Public Works Director Hartman questioned when Mr. Urdahl would like to start.
