Parks Commission Meeting Minutes
December 14, 1998
Page 3
Hubmer stated a landscaping plan for the Silver Point Park project will be presented at the
Commission's January 11, 1999 meeting.
Wolff stated the playground equipment subcommittee might complete a wishlist immediately if
equipment must be ordered by March 1999.
VI. DISCUSS WATER TOWER PARK AND OVERALL CENTRAL PARK PLAN.
Jindra stated the playground equipment subcommittee had studied different types of equipment
and asked for an update. Roadfeldt stated the subcommittee had reviewed all the available
information, and agreed to focus on equipment which appeals to a broad range of ages and
encourages physical activity and interaction. She added they decided against wood and colors
that stand out.

Wolff stated a deckless play area is relatively inexpensive and has many activities for children.
She added deck systems are less cost effective and provide secluded areas for teenagers to gather
and smoke. Kosciolek stated roofs should be limited to areas for small children.

Jindra presented a video from Miracle Recreation which featured a community -built playground
area. She stated the idea of involving the community in raising funds for and building in the area
is a good one as it promotes a feeling of ownership which might be something to consider.. She
J added the City has worked with Miracle Recreation on previous projects.

Jindra stated the subcommittee will meet again and narrow their recommendations to 3 vendors
who will be invited to present their products to the Commission.

Wolff asked whether a site plan had been completed. Public Works Director Jay Hartman stated
the plan would be completed by the end of the week. Jindra added the plan would be available at
the Commission's January 11, 1999 meeting.
VII. NEXT PARKS COMMISSION MEETING (JANUARY 11, 1998) AND DISCUSS
AGENDA ITEMS FOR THAT MEETING.
Jindra stated the Commission's next meeting could include updates on Silver Point and Central
Parks, as well as a discussion of the potential sale of the Salvation Army camp and developments
with regard to its possible purchase.
VII. REPORTS.
Jindra stressed the importance of the participation of members from the Commission's 3 non -
voting organizations: Sports Boosters, Community Services, and the School Board. She
proposed the implementation of a new policy for reports from the 3 members to update the
Commission monthly on issues which might affect parks planning.
