Parks Commission Meeting Minutes <br />December 11, 2000 <br />Page 4 <br />1 Zurbey asked if the south property line of the park would work for the structure. Mr. Hubmer <br />2 noted the south portion of the park would work as well. <br />3 Skrivseth indicated she would not be in favor of the pavilion on the south portion of the park <br />4 because it would eliminate the ability to walk the perimeter of the park. Mr. Hubmer indicated <br />5 he felt the shelter would not interfere with the walking paths. <br />6 Jindra asked if parking could be placed on the service road. Mr. Hubmer noted Hennepin County <br />7 does not allow for parking on this roadway. Mr. Hartman added that residents in the area are <br />8 threatening to place a gate on the service road to keep people from parking on the service road. <br />9 Zurbey noted parking was an issue near all parks. He indicated all residents that live near parks <br />10 need to accept this. Zurbey indicated it is for the safety of children using the park that lots are <br />11 being created. <br />12 Jindra indicated the City has been interested in purchasing a home near this park to acquire land <br />13 for additional parking. <br />14 Mr. Hubmer noted the Commission needs to address the location of the pavilion to address <br />15 concept plans and components desired by the Commission. He asked if the Commission was in <br />16 favor of placing the structure in the middle of the park or near the south property line of the park. <br />17 Jindra asked for the wishes of the Commission as to the location of the pavilion within this park. <br />18 Zurbey indicated concern for children climbing on the roof of this structure if located near the <br />19 south property line, as the structure would be built into the hill. Mr. Hubmer indicated the <br />20 roofline could be fenced off to remove this liability and danger. <br />21 Motion by Jensen, second by Hallada, to recommend the placement of the pavilion on the south <br />22 side of the park near the property line. <br />23 <br />Motion carried unanimously. <br />24 Jindra noted she had concern with the drainage at Silver Point Park. Mr. Hubmer noted this issue will be <br />25 addressed this spring because much of the run off from 29" street has been running into the park. <br />26 VI. REPORTS <br />27 A. Community Services. <br />28 Skrivseth noted she wants to make sure Community Services are kept in mind when the shelter <br />29 and picnic areas are developed for Central Park to allow for all programs to continue as <br />30 scheduled. <br />
