Parks Commission Meeting Minutes
November 13, 2000
Page 2
Bob Kost, BRW, updated the Commission on the Water Tower playground project, reporting
that the punch list has been completed. He advised of a modification needed to a panel, which
has also been completed. Mr. Kost stated his understanding that everything is now complete.
Jindra advised of a loose portion of retaining wall. City Council Liaison Thuesen stated he found
the retaining wall got a lot of use from the skateboarders and asked if it will hold up better now
that there is a separate skate park. Mr. Kost stated the retaining wall will hold up to normal
usage but was not intended for skateboarding use.
Mr. Hartman stated that section has been reglued and staff will inspect it to assure it was
adequately repaired.
Mr. Kost stated they will also work out liquidated damages which are currently being discussed
in the range of $11,000.
Mr. Kost addressed the Silver Point Park shelter by presenting pictures of shelters and reviewed
the discussion related to cost that had occurred to date. He stated it needs to be understood that
BRW is a sub -consultant on this project.
Jindra asked what can be spent on this shelter. Mr. Kost stated a number for the shelter was
carried in the budget and a shelter was designed. He stated they will have to determine where the
project ended and how much had been budgeted for the shelter.
Mr. Hartman suggested the focus tonight be on the Central Park pavilion and the concession
stand area.

Zurbey asked if the Silver Point concession stand will cost $40,000. Mr. Kost stated they should
be able to construct a concession stand at Silver Point Park for the same cost as the one at Central
Park. Zurbey noted the Central Park concession stand cost $80,000. Mr. Kost stated his
understanding that it would not be heated but indicated he will contact Todd Hubmer to
determine what has been budgeted and how the building can be sited, with further discussion in
December.
City Council Liaison Thuesen asked if the warming house in Silver Point Park should be
expanded to include a small concession stand.
Zurbey inquired regarding the use of DNR funds at Silver Point Park. Mr. Kost stated he is
unable to answer that question at this time. Mr. Hartman stated he will research that information
for the Commission's review at an upcoming meeting.
