Parks Commission Meeting Minutes
November 13, 2000
Page 3
I City Council Liaison Thuesen stated the City needs to complete this park 100% and do it right
with a warming house. He stated if dedicated funds are not available, the City will need to find
other funding sources.
Mr. Kost stated they researched a prefabricated two bathroom concession stand, however, the
Commission was not excited about the exterior appearance. He requested direction on the
exterior appearance so they can apply that to the renovation of the shelter by the wading pool.
Mr. Kost stated it had been discussed to use that shelter as a warming house during the winter
months but it would have to be renovated to meet Code and ADA requirements. Mr. Kost
advised of a consultant's suggestion to consider an addition to the shelter to meet those
requirements.
I 1 In response to Jenson, Mr. Kost stated that a walkway will be provided to the shelter. Jenson
requested the Commission be provided with the cost for each of the shelter designs including the
per square foot cost.
Mr. Kost noted this structure is only 4,000 to 5,000 square feet so the per square foot cost will
appear to be quite high. He stated once a design is selected, they will determine the cost. Mr.
s Kost presented design concepts A, B, C, and D for a concession stand with two bathrooms and
advised which concept cost the most and the least.
Jenson stated he would not support the use of a green colored metal roof and suggested the use of
natural earth -toned colors. Mr. Kost agreed that darker colored buildings tend to recede and be
less noticeable. He explained that they have not yet determined a detailed cost estimate for these
design concepts.
Mr. Hartman suggested the Commission determine the color scheme and materials they would
like to use on the exterior. Then a cost can be determined and if more funding is needed, the
Council can be approached about that need.
Zurbey stated he would like to know the costs for these design concepts so they are not
presenting something to the Council that has high add-on costs. Mr. Kost noted the design
selected may be used throughout the City's parks so cost is not the only issue to consider.
The Commission asked questions about various building materials, types of shingles
(shake/asphalt), durability, and color schemes. Mr. Hartman stated his preference for a metal
roof material since the shake roof on a current park building is often times vandalized.
City Council Liaison Thuesen stated it is unfortunate that you have to address vandalism but it is
'2 necessary.
