Parks Commission Meeting Minutes <br />June 10, 2002 <br />Page 4 <br />V. REPORTS. <br />A. Community Services. <br />Diane Skrivseth had nothing new to report regarding the parks. <br />B. School Board. <br />Denise Dunn had nothing new to report. She stated that they baseball team was playing <br />on Thursday night in the state tournament for the first time. <br />C. Sports Boosters. <br />George Zurbey was not present. <br />VI. OTHER BUSINESS. <br />Hartman stated that, at this point in the project, they have a $23,000 deficiency in their <br />inspection budget. He added that they might have money left over in the contingency fund to <br />help with the deficiency, but that the inspection would still happen. <br />Vice Chair Koehntop distributed a petition regarding the "noise pollution emanating from the <br />skateboard park." He stated that he and his neighbors thought long and hard before producing <br />this petition. He added that the petitioners are not against youth activities, but the "cacophony of <br />penetrating booming noises severely disrupts the peace and quiet of our backyards and even. <br />vibrates into our homes." <br />Vice Chair Koehmop added that another park is being infringed upon because of the activities at <br />skateboard park <br />He continued that the low -frequency noise issue is very great for residents living in the vicinity <br />of the skateboard park. He added that he would greatly appreciate attention to the problem <br />sooner rather then later, so that it will not become a significant expense. <br />The petition included a copy of Noise Control, Section 1145.01- Noises Prohibited, subdivision <br />1: <br />"No person shall make or cause to be made any distinctly and loudly audible noise that <br />unreasonably annoys, disturbs, injures, or endangers the comfort, repose, health, peace, safety, or <br />welfare of any person or precludes their enjoyment of property or affects their property's value. <br />This general prohibition is not limited by the specific restrictions of the following subdivisions." <br />Chair Jindra asked about the costs of installing sound barriers. Hartman indicated that he is <br />currently looking into it. <br />Vice Chair Koehntop requested about $30,000 to address the problem. Anderson stated that he <br />has heard MnDOT engineers state that sound barriers can only reduce the noise so far. <br />
