Parks Commission Meeting Minutes
March 12, 2001
Page 2
1 Jindra asked if the height of the backstop was sufficient. Mr. Kost noted the backstop would be
2 20 feet at the overhang.
4 Koehntop asked if the fencing would be silver or colored. Mr. Kost indicated this could be
5 determined at a later date without effecting the cost of the fencing.
6
7 Zurbey asked why the irrigation for the City property was being included within the park
8 expenses. Mr. Kost noted the expense for adding the City Center irrigation has reduced the total
9 City expense by $10,000.
Jindra noted this was discussed at the meeting last week because extra funding would be needed
to alter the watermain, resurface the parking lot, and to add irrigation. She indicated there would
be a separation of these expenses when this is presented to the Council.
Zurbey asked for the reasoning behind the watermain expenses. Mr. Kost noted the line item
expenses within his estimate and stated this watermain is being removed because of the changes
being made within the park.
Jindra asked if street sweeping was necessary for this project. Mr. Kost noted street sweeping
would be necessary with the amount of earth moving that would be done for this project, along
with silt fencing to reduce the amount of erosion.
Jindra questioned the large increase in the expense of the wading pool. Mr. Kost noted the prices
have increased greatly due to demand and changing technologies for wading pools.
Jindra noted several neighbors have questioned the use of the volleyball court and asked if a half
court basketball court could be put in this place. Mr. Kost stated a half court paved surface with
a standard would run roughly $12,000 to $15,000. He noted the City may want to get separate
prices when bidding these items out. Mr. Kost indicated this would allow the Commission
flexibility with several amenities.
Zurbey asked where the major expenses incurred in comparison to the past plans. Mr. Kost
indicated parking and curb and gutter have increased in price significantly for labor along with
the watermain work. He stated otherwise, there was no single item that has jumped.
Jindra noted the contamination problems and parking concerns were brought up years ago. She
indicated if these items were taken care of years ago, this would have eliminated a large portion
of the expenses for the park revamp. Hodson concurred with these comments and stated the
Council should understand these concerns.
1 Jensen asked if a line by line comparison could be done to last month's numbers. Mr. Kost
2 indicated this could be completed. Mr. Hubmer noted the costs are all estimates at this point but
are in the "ballpark" for each item. He added that he felt the Commission should go forward
4 with the bidding process to get an idea of the final price tag before making any rash decisions.
