He commended WSB on their innovative thinking on this new technology. 2 <br /> 3 <br />B. Resolution 19-059; a Resolution Approving a Service Agreement with Northeast Youth 4 <br />& Family Services to provide a Community Case Manager. 5 <br /> 6 <br />Police Chief Jon Mangseth reviewed in front of Council this evening is a resolution to approve a 7 <br />service agreement with Northeast Youth & Family Services to provide a Community Case 8 <br />Manager. If approved, NYFS would hire a community case manager to serve the St. Anthony 9 <br />Police Department/community and the partner Law Enforcement (LE) agencies in performance 10 <br />of functions related to connecting referred households/individuals with basic services related to 11 <br />mental health or any other basic family need. The Community Case Manager would provide 12 <br />“follow up” activities to referred households which will include efforts to establish a 13 <br />relationship, assess needs, develop a Goal Action Plan, connect to resources, and follow up on 14 <br />the impact of the Goal Action Plan. The case management will work with the Police Department 15 <br />to identify individuals / households that would be appropriate candidates and the City has several 16 <br />individuals / households that would be candidates. The anticipated end result would be a 17 <br />decrease in multiple calls for service by LE (possible fire rescue) on sometimes a daily, weekly 18 <br />and monthly basis. These types of calls for service can be very involved and exhaust city 19 <br />resources and some “person in crisis” calls can turn into unavoidable and unwanted use of force 20 <br />encounters. 21 <br /> 22 <br />President/CEO Northeast Youth & Family Services Jerry Hromtka commented this was an 23 <br />initiative from the local police departments. This would serve persons in crisis who would 24 <br />normally call 911. This is the follow-up model and a pilot project. 25 <br /> 26 <br />Councilmember Stille stated this is where this belongs as NYFS is familiar with the mental 27 <br />health aspect. He noted if one incident can be avoided, the minimal cost is well worth it. 28 <br /> 29 <br />It was noted the annual cost would be $10,000. The initial term is one year and may be renewed 30 <br />or extended and either party may terminate this Agreement, with or without cause, by providing 31 <br />60 days written notice to the other party. 32 <br /> 33 <br />Councilmember Jenson thanked the Police Department and City Manager for their forward 34 <br />thinking in bringing this program to the City. 35 <br /> 36 <br />Councilmember Stille stated this was in the goals and initiatives as an action step for some time. 37 <br /> 38 <br />Mayor Faust thanked Mr. Hromtka for emphasizing what the program is and what it is not. He 39 <br />noted this will relieve some City resources and the City will be a willing partner with NYFS. 40 <br /> 41 <br />Motion by Councilmember Jenson, seconded by Councilmember Stille, to adopt Resolution 19-42 <br />059; a Resolution Approving the 2019 Agreement for a Community Case Manager with 43 <br />Northeast Youth and Family Services (NYFS). 44 <br /> 45 <br />Motion carried 4-0. 46 <br />25
