Resolution 19-060; a Resolution Approving a Five-Year Police Contract with the City of 2 <br />Lauderdale. 3 <br /> 4 <br />City Manager Casey reviewed the resolution with the Council and indicated this resolution is for 5 <br />approval of the contract agreement for Police Services with the City of Lauderdale. In 2015, the 6 <br />cities of St. Anthony and Lauderdale entered into a five-year agreement for policing services. 7 <br />Staff is recommending approval of another five-year agreement. The agreement is for a five-year 8 <br />term and for 2020 the amount is $747,071 which is a 4.76% increase from the 2019 contract. If 9 <br />future cost reflects an increase of 5% or more from the prior year’s fee, then the contract in its 10 <br />entirety may be re-opened for negotiation at the election of either St. Anthony or Lauderdale. 11 <br />Either St. Anthony or Lauderdale may terminate the Agreement by written notification by July 12 <br />15 of any given year. 13 <br /> 14 <br />Councilmember Stille asked what the increase was tied to this year. City Manager Casey stated 15 <br />an analysis of the cost and services performed. 16 <br /> 17 <br />Mayor Faust noted the Lauderdale City Council approved this two weeks ago. 18 <br /> 19 <br />Motion by Councilmember Randle, seconded by Councilmember Jenson, to adopt Resolution 20 <br />19-060; a Resolution Approving the Contract Agreement for Police Services with the City of 21 <br />Lauderdale for the Period of 2020 through 2024 and Authorizes the Mayor and City Manager to 22 <br />Execute Said Agreement. 23 <br /> 24 <br />Motion carried 4-0. 25 <br /> 26 <br /> D. Liquor Operations Mid-Year Report. 27 <br /> 28 <br />Liquor Operations Manager Mike Larson presented a Mid-Year Report of the St. Anthony 29 <br />Village Liquor Operations. He reviewed the Locations, Mission Statement, Vision Statement, 30 <br />The Value of Municipal Liquor Operations, the Value of St. Anthony Village Wine and Spirits 31 <br />Revenue, January – June 2018 – 2019 Sales and Profit Comparison, Trends through June 2019, 32 <br />2019 Sales Comparison, 2019 Sales Projection, 2019 Net Income Projection, 2019 33 <br />Accomplishments, Looking Ahead in 2019, and the Website Contents. Liquor Store Manager 34 <br />Bill Haugen was also present at the meeting. 35 <br /> 36 <br />Councilmember Stille stated there have been challenges over the last six years but consistency 37 <br />has now been established. He stated the projections are solid numbers. Councilmember Stille 38 <br />asked about the loyalty program and if those numbers are captured in the totals. Mr. Larson 39 <br />stated the numbers presented are true un-audited numbers. There will not be an adjustment in the 40 <br />numbers for the loyalty program. 41 <br /> 42 <br />Councilmember Jenson commended staff on the operating system and strategy they have. 43 <br /> 44 <br />Mayor Faust noted there are 7,500 in the loyalty program, which is outstanding. Many times, 45 <br />people will ask why the City is in the liquor business and the answer is to control the sale of 46 <br />26
