He commended WSB on their innovative thinking on this new technology. <br />3 <br />4 B. Resolution 19-059; a Resolution Approving a Service Agreement with Northeast Youth <br />5 & Family Services to provide a Community Case Manager. <br />6 <br />7 Police Chief Jon Mangseth reviewed in front of Council this evening is a resolution to approve a <br />8 service agreement with Northeast Youth & Family Services to provide a Community Case <br />9 Manager. If approved, NYFS would hire a community case manager to serve the St. Anthony <br />10 Police Department/community and the partner Law Enforcement (LE) agencies in performance <br />11 of functions related to connecting referred households/individuals with basic services related to <br />12 mental health or any other basic family need. The Community Case Manager would provide <br />13 "follow up" activities to referred households which will include efforts to establish a <br />14 relationship, assess needs, develop a Goal Action Plan, connect to resources, and follow up on <br />15 the impact of the Goal Action Plan. The case management will work with the Police Department <br />16 to identify individuals / households that would be appropriate candidates and the City has several <br />17 individuals / households that would be candidates. The anticipated end result would be a <br />18 decrease in multiple calls for service by LE (possible fire rescue) on sometimes a daily, weekly <br />19 and monthly basis. These types of calls for service can be very involved and exhaust city <br />20 resources and some "person in crisis" calls can turn into unavoidable and unwanted use of force <br />21 encounters. <br />22 <br />23 President/CEO Northeast Youth & Family Services Jerry Hromtka commented this was an <br />24 initiative from the local police departments. This would serve persons in crisis who would <br />25 normally call 911. This is the follow-up model and a pilot project. <br />26 <br />27 Councilmember Stille stated this is where this belongs as NYFS is familiar with the mental <br />28 health aspect. He noted if one incident can be avoided, the minimal cost is well worth it. <br />29 <br />30 It was noted the annual cost would be $10,000. The initial term is one year and may be renewed <br />31 or extended and either party may terminate this Agreement, with or without cause, by providing <br />32 60 days written notice to the other party. <br />33 <br />34 Councilmember Jenson thanked the Police Department and City Manager for their forward <br />35 thinking in bringing this program to the City. <br />36 <br />37 Councilmember Stille stated this was in the goals and initiatives as an action step for some time. <br />38 <br />39 Mayor Faust thanked Mr. Hromtka for emphasizing what the program is and what it is not. He <br />40 noted this will relieve some City resources and the City will be a willing partner with NYFS. <br />41 <br />42 Motion by Councilmember Jenson, seconded by Councilmember Stille, to adopt Resolution 19- <br />43 059; a Resolution Approving the 2019 Agreement for a Community Case Manager with <br />44 Northeast Youth and Family Services (NYFS). <br />45 <br />46 Motion carried 4-0. <br />
