The information contained in an <br />2 EAW or EIS can be used by permitting agencies to determine the standards and restrictions that <br />3 apply to the project. Each permitting agency has its own authority to issue or deny permits for <br />4 the project. <br />5 <br />6 Mr. Messner reviewed recent large residential projects that have required an EAW. Also <br />7 reviewed were examples of projects in Minnesota that have necessitated an EIS. The required <br />8 public comment period for the proposed Doran SLV, LLC Multifamily Redevelopment <br />9 Environmental Assessment Worksheet (EAW) ended on July 3, 2019. Comments were received <br />10 from the US Army Corps of Engineers (USACE), Minnesota Pollution Control Agency (MPCA), <br />11 Minnesota Department of Natural Resources (DNR), Minnesota State Historic Preservation <br />12 Office (SHPO), Metropolitan Council, Rice Creek Watershed District (RCWD) and Ramsey <br />13 County. These comments were mostly advisory in nature and more detail was provided for <br />14 Council review. <br />15 <br />16 Mr. Messner noted the decision before the City Council regarding the EAW is to decide whether <br />17 the project has the potential for significant environmental impacts that cannot be addressed <br />18 through the permitting processes. If the Council determines that the project does not have the <br />19 potential for these significant environmental impacts, the Council should issue a Negative <br />20 Declaration of Need for an EIS. If the Council determines that the project does have the potential <br />21 for significant environmental impact that cannot be addressed through the permitting and <br />22 approval process, the Council should require an EIS. <br />23 <br />24 Councilmember Stille stated Council is considering whether the capacity can support a <br />25 development like this. This property was developed 16 years ago and there were no issues. Mr. <br />26 Messner stated the number of units triggered the EAW. <br />27 <br />28 Councilmember Jenson stated he read through the EAW and asked about water runoff and where <br />29 the water goes. Mr. Messner stated when the site was redeveloped, the Salo ponds were created. <br />30 The water will go into the south pond first, then into the north pond and treated. <br />31 <br />32 Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 19- <br />33 058; a Resolution Approving Issuing a Negative Declaration of Need for an Environmental <br />34 Impact Statement for the Silver Lake Village Multifamily Redevelopment Project. <br />35 <br />36 Motion carried 4-0. <br />37 <br />38 Mr. Messner provided an update on current construction projects within the City including the <br />39 2018 Street Reconstruction Project, Silver Lake Flood Improvement Project, County Road C <br />40 Project, and Pavement Maintenance Project. <br />41 <br />42 Councilmember Stille asked about the reclamite project and if the rain will have an impact on <br />43 how well it works. Mr. Messner stated it is a polymer modified oil dries very quickly and it is not <br />44 impacted by rain. <br />45 <br />
