City Council Regular Meeting Minutes <br />August 27, 2019 <br />Page 4 <br /> <br />immediate plans are to be an Environmental Health Specialist for a 2-year fellowship with 1 <br />Ramsey County and to attend graduate school. 2 <br /> 3 <br />Councilmember Randle thanked Ms. Saulog for her service. 4 <br /> 5 <br />Councilmember Gray thanked Ms. Saulog for her help in the City’s quest for sustainability. He 6 <br />noted her project leadership skills and the amount accomplished in 11 months. 7 <br /> 8 <br />Councilmember Stille stated the City will be sad to see her move on. 9 <br /> 10 <br />Councilmember Jenson stated he agrees with what the other Councilmembers have said and 11 <br />praised Ms. Saulog on her accomplishments and presentation. 12 <br /> 13 <br />Mayor Faust thanked Ms. Saulog for her work and stated she has a talent for presentations and 14 <br />public speaking, noting the organics recycling is being used by residents of other cities. He stated 15 <br />Ms. Saulog continues her enthusiasm and has been a great asset to the City. 16 <br /> 17 <br />D. Resolution 19-063; a Resolution Adopting the Amended Special Assessment Policy. 18 <br /> 19 <br />City Manager Casey reviewed this is a resolution for consideration to amend the special 20 <br />assessment policy that is used for City infrastructure improvement. The property owner is 21 <br />responsible for the cost of repairing/replacing the sanitary sewer line from their home to their 22 <br />property line. A new practice has begun in which the City’s engineer coordinates a video 23 <br />inspection of the private sanitary sewer line to locate potential blockage, breaks, and root 24 <br />intrusion on scheduled road reconstruction projects. This information is made available to the 25 <br />property owners. If the property owner voluntarily wishes to have the repair/replacement 26 <br />performed during the same time as the road reconstruction project, the property owner may 27 <br />petition the City to add their private sanitary sewer line repair/replacement assessment cost to the 28 <br />adjacent street reconstruction assessment. 29 <br /> 30 <br />Councilmember Jenson asked if the project required some work on the part of the homeowner, 31 <br />would it be tax deductible. Mr. Casey stated special assessments are not tax deductible. 32 <br /> 33 <br />Mayor Faust stated this is a great service to the public should residents wish to utilize it. 34 <br /> 35 <br />Motion by Councilmember Randle, seconded by Councilmember Stille, to approve Resolution 36 <br />19-063; a Resolution Adopting the Amended Special Assessment Policy. 37 <br /> 38 <br />Motion carried 5-0. 39 <br /> 40 <br />E. Ordinance 2019-08 an Ordinance Amending Sections 155.03, 155.21, and 155.22 of the 41 <br />Sign Ordinance (2nd of 3 readings). 42 <br /> 43 <br />This is the second reading of Ordinance 2019-08 an Ordinance Amending Sections 155.03, 44 <br />155.21, and 155.22 of the Sign Ordinance. Mr. Casey noted this ordinance was written before the 45 <br />use of LED lights became popular. 46 <br />6
