City Council Regular Meeting Minutes <br />August 27, 2019 <br />Page 4 <br />1 immediate plans are to be an Environmental Health Specialist for a 2-year fellowship with <br />2 Ramsey County and to attend graduate school. <br />3 <br />4 Councilmember Randle thanked Ms. Saulog for her service. <br />5 <br />6 Councilmember Gray thanked Ms. Saulog for her help in the City's quest for sustainability. He <br />7 noted her project leadership skills and the amount accomplished in 11 months. <br />8 <br />9 Councilmember Stille stated the City will be sad to see her move on. <br />10 <br />11 Councilmember Jenson stated he agrees with what the other Councilmembers have said and <br />12 praised Ms. Saulog on her accomplishments and presentation. <br />13 <br />14 Mayor Faust thanked Ms. Saulog for her work and stated she has a talent for presentations and <br />15 public speaking, noting the organics recycling is being used by residents of other cities. He stated <br />16 Ms. Saulog continues her enthusiasm and has been a great asset to the City. <br />17 <br />18 D. Resolution 19-063; a Resolution Adopting the Amended Special Assessment Policy. <br />19 <br />20 City Manager Casey reviewed this is a resolution for consideration to amend the special <br />21 assessment policy that is used for City infrastructure improvement. The property owner is <br />22 responsible for the cost of repairing/replacing the sanitary sewer line from their home to their <br />23 property line. A new practice has begun in which the City's engineer coordinates a video <br />24 inspection of the private sanitary sewer line to locate potential blockage, breaks, and root <br />25 intrusion on scheduled road reconstruction projects. This information is made available to the <br />26 property owners. If the property owner voluntarily wishes to have the repair/replacement <br />27 performed during the same time as the road reconstruction project, the property owner may <br />28 petition the City to add their private sanitary sewer line repair/replacement assessment cost to the <br />29 adjacent street reconstruction assessment. <br />30 <br />31 Councilmember Jenson asked if the project required some work on the part of the homeowner, <br />32 would it be tax deductible. Mr. Casey stated special assessments are not tax deductible. <br />33 <br />34 Mayor Faust stated this is a great service to the public should residents wish to utilize it. <br />35 <br />36 Motion by Councilmember Randle, seconded by Councilmember Stille, to approve Resolution <br />37 19-063; a Resolution Adopting the Amended Special Assessment Policy. <br />38 <br />39 Motion carried 5-0. <br />40 <br />41 E. Ordinance 2019-08 an Ordinance Amending Sections 155.03, 155.21, and 155.22 of the <br />42 Sign Ordinance (2nd of 3 readings). <br />43 <br />44 This is the second reading of Ordinance 2019-08 an Ordinance Amending Sections 155.03, <br />45 155.21, and 155.22 of the Sign Ordinance. Mr. Casey noted this ordinance was written before the <br />46 use of LED lights became popular. <br />
