Resolution 19-065; a Resolution to Approve Request or a Preliminary Stage PUD, 2 <br />Constituting an Amendment to the Silver Lake Village PUD, Recommending the Silver 3 <br />Lake Village Multi-Family Residential Project of 464 Dwelling Units at 3800 Silver Lake 4 <br />Road. 5 <br /> 6 <br />City Planner Grittman presented the request for a Preliminary Plat Amendment to the Silver 7 <br />Lake Village Planned Unit Development (PUD), noting the project for land use compliance was 8 <br />reviewed with the intent and policies of the City’s Comprehensive Plan and for zoning 9 <br />consistency with the R-4, Multiple Family Residential District as a baseline. In summary, the 10 <br />Comprehensive Plan promotes redevelopment of the Walmart site as a major goal and includes 11 <br />high-density multiple family residential uses of up to 40 units per acre as allowable in this area. 12 <br />The applicant is seeking the PUD Amendment at just over 35 units per acre. 13 <br /> 14 <br />City Planner Grittman noted the proposed PUD meets the requirements of the Zoning Ordinance 15 <br />for the majority of the baseline standards. The principal areas of flexibility under the PUD 16 <br />include: 17 <br />1. The proposal to have two principal buildings on a single development parcel. 18 <br />2. Building height (code is 35 feet/3 stories); applicant proposes approximately 52 feet and 19 <br />4 stories (5 including the exposed portion of the lower-level parking garage). 20 <br />3. Parking supply (code requires 2 units per unit, total 928); applicant proposes 813 spaces – 21 <br />1.75 per unit or 1.35 per bedroom. 22 <br />4. Lot coverage/impervious surface (R-4 code limits this to 50%) applicant’s proposal is 23 <br />approximately 75%. 24 <br />5. Density (R-4 code limits this to approximately 24 units per acre, Comprehensive Plan 25 <br />calls for 20-40 units per acre); applicant is proposing approximately 35 units per acre. 26 <br /> 27 <br />City Planner Grittman stated staff believes the flexibility requested under the PUD is appropriate, 28 <br />given the objectives of the Comprehensive Plan and the related improvements and amenities 29 <br />proposed ass part of the project. Staff reviewed the issues that were addressed by the Planning 30 <br />Commission and recommended approval of the Preliminary Plan stage of the PUD Amendment 31 <br />for Silver Lake Village, with a series of conditions as noted in staff’s summary that is included in 32 <br />the meeting packet. It was noted the applicant would like to see a tradeoff between parking stalls 33 <br />and greenspace and requested this matter be further considered prior to final plan approval. 34 <br /> 35 <br />Councilmember Stille asked if there was a walkway connection from this property to the pond 36 <br />trail. City Planner Grittman reported a connection would be made to Salo Park and around the 37 <br />pond. 38 <br /> 39 <br />Kelly Doran, founder of Doran Companies, thanked the Council for their time and consideration. 40 <br />He described the work his company does throughout the metro area and discussed the project in 41 <br />further detail. He reported the proposed housing would be high end and marketed towards empty 42 <br />nesters. He noted the housing project would have a great deal of amenities and underground 43 <br />parking. He stated the first building would have 240 units and the second building would have 44 <br />224 units. Mr. Doran commented on the number of parking stalls indicating he was comfortable 45 <br />with the parking ratio. He saw value in eliminating a number of parking stalls in order to create 46 <br />3
