Claims. 1 <br /> 2 <br />Motion by Councilmember Randle, seconded by Councilmember Gray, to approve the Consent 3 <br />Agenda items. 4 <br /> 5 <br />Motion carried 4-0. 6 <br /> 7 <br />IV. PUBLIC HEARINGS. 8 <br /> 9 <br />A. Resolution 19-064; a Resolution Setting the Proposed 2020 Tax Levy and General 10 <br />Operating Budget for the City of St. Anthony Village. 11 <br /> 12 <br />Mayor Faust opened the public hearing at 7:12 p.m. 13 <br /> 14 <br />Finance Director Rueckert provided a PowerPoint presentation outlining the 2020 Tax Levy and 15 <br />General Operating Budget explaining the overall levy would be $7,609,458, which represented 16 <br />an increase of $298,005 or a 4.08% increase from 2019. She described parameters included 17 <br />within the 2020 proposed preliminary levy including City revenues budgeted using current run 18 <br />rate for sources that are subject to trends and conservative baseline estimates for reoccurring 19 <br />aides and charges for services; expenses budgeted at amounts that will maintain present level of 20 <br />City services; and liquor transfers based on current operating results. 21 <br /> 22 <br />Finance Director Rueckert discussed the 2020 cost drivers in detail with the Council. She 23 <br />reviewed the bonds that were issued in 2019 noting these bonds were used to assist with flood 24 <br />mitigation along Silver Lake Road and for utilities reconstruction and sidewalks along East 25 <br />County Road C. She commented on how the median value homeowner would be impacted by 26 <br />the proposed tax levy. 27 <br /> 28 <br />Finance Director Rueckert provided the Council with a summary on the 2020 budget and 29 <br />reviewed the budget calendar. It was noted the final presentation of the 2020 Budget and 30 <br />Property Tax Levy is scheduled for the December 10, 2019 Council meeting. At that meeting, 31 <br />staff will present a recap of the 2020 Budget and impact on the 2020 Property Tax Levy. 32 <br /> 33 <br />Councilmember Stille explained this was the Council’s sixth or seventh meeting on the budget. 34 <br />He reported the budget was completed systematically each year. He stated he was excited about 35 <br />the Communications Coordinator that the City would be sharing with the school. 36 <br /> 37 <br />Mayor Faust closed the public hearing at 7:31 p.m. 38 <br /> 39 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 19-40 <br />064; a Resolution Setting the Proposed 2020 Tax Levy and General Operating Budget for the 41 <br />City of St. Anthony Village. 42 <br /> 43 <br />Motion carried 4-0. 44 <br /> 45 <br />V.
