He reported this was a state-of-the- <br />art project that would benefit St. Anthony residents. <br />Motion carried 4-0. <br />VI. GENERAL BUSINESS OF COUNCIL. <br />A. Ordinance 219-09• an Ordinance Amending Multiple Sections of Chapter 111 of the <br />Tobacco Ordinance to Raise the Minimum Age to Purchase to 21 (1St of 3 readings) <br />Assistant to the City Manager Yunker explained this is the first of three readings to Ordinance <br />219-09 which was an Ordinance amending multiple sections of Chapter 111 of the Tobacco <br />Ordinance raising the minimum age to purchase from 18 to 21. He indicated the second and <br />third readings would be held on September 24th and October 8`h. If approved on October 8`h the <br />Ordinance would be published and take effect after that time. He commented on how staff was <br />assisted by the Public Health Law Center and was provided guidance on the proposed changes to <br />the Tobacco Ordinance. Staff commented further on the proposed changes and recommended <br />approval of the first reading. <br />Gene Bird, 2509 Silver Lane, explained he has lived in St. Anthony for the past year. He <br />thanked the Council for considering raising the tobacco age to 21 and indicated he was <br />concerned about the vaping epidemic that was plaguing high school students. He commented <br />one in five high school students use e -cigarettes, which was a stunning statistic. He reported <br />tobacco use was the number one preventable cause of death in Minnesota and in the country. He <br />discussed how tobacco deaths had impacted his life. He commented on how highly addictive e - <br />cigarette pods were and thanked the Council considering this Ordinance. <br />Ann Trench, 3429 Skycroft Circle, asked if the Council would be banning fruit and flavored <br />tobacco/vaping products from the City. She encouraged the Council to consider removing <br />flavored tobacco and vaping products from the City. She explained she had a son in high school <br />and noted vaping was occurring on bus trips, in school bathrooms, and during retreats. <br />Mayor Faust reported this Ordinance amendment would raise the tobacco sale age from 18 to 21. <br />He commented he was disappointed the State was not taking a stance on this issue. <br />
