She urged St. Anthony to take a proactive step to help limit the access of 2 <br />these harmful products to people under the age of 21 by passing this ordinance. 3 <br /> 4 <br />Jaime Martinez explained he is wearing two hats; one is he has lived in the City of St. Anthony 5 <br />Village for nineteen years and has also participated as an election judge for the City. He is also 6 <br />representing the Minnesota Public Health Association. He indicated he has worked in public 7 <br />health for almost thirty years and part of that time was spent at the Hennepin County Community 8 <br />Health Department. He has also been at Clearway Minnesota, the foundation created from the 9 <br />tobacco settlement. He noted he has been involved in tobacco and alcohol policy for many years 10 <br />and is also co-chair of the Health Equity Committee with the organization. The association is 11 <br />very committed to creating a healthier Minnesota through effective public health and practice of 12 <br />engaged citizens. Their vision is to be an active, independent voice for public health in 13 <br />Minnesota. The organization is made up of 400 members Statewide and has been around since 14 <br />1907. He thought raising the age to 21 is a preventative effort to reduce the use of commercial 15 <br />tobacco products by young people and prevent young people from either becoming addicted to 16 <br />the product or incurring the resulting diseases that can come from smoking and premature death 17 <br />as well. 18 <br /> 19 <br />Motion by Councilmember Randle, seconded by Councilmember Gray, to approve second 20 <br />reading of Ordinance 2019-09; an Ordinance Amending Multiple Sections of Chapter 111 of the 21 <br />Tobacco Ordinance to Raise the Minimum Age to Purchase to 21. 22 <br /> 23 <br />Councilmember Jenson thanked Staff for providing all of the different ways tobacco can be 24 <br />consumed and the forms it can take. 25 <br /> 26 <br />Councilmember Stille mentioned this is the second reading and the Council could have waived 27 <br />the second and third readings and got this through sooner. However, the Council talked about it 28 <br />and determined it was an educational piece and the most democratic way to do this. 29 <br /> 30 <br />Motion carried 5-0. 31 <br /> 32 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 33 <br /> 34 <br />City Manager Casey reported that Thursday, September 26th there will be a Smart Salting 35 <br />Training for property managers from 9:00am-1:00pm. They are working in partnership with the 36 <br />Rice Creek Watershed District. He also showed a video that was produced from the Ecofest. 37 <br /> 38 <br />Mayor Faust noted the City of St. Anthony Village was one of twelve cities invited by the 39 <br />Commerce Department to have a presentation or day at the State Fair. This was a great honor for 40 <br />the elected officials and is all Staff initiated. 41 <br /> 42 <br />Councilmember Gray stated he attended the Coffee with the Council last Saturday at City Hall. 43 <br />There were some good discussions. He indicated the City continues to have these on the third 44 <br />Saturday of every month and encouraged residents to attend. He noted he also attended the 45 <br />Worksession last night which was a combination with the Planning Commission. 46 <br />4
