1 <br />Councilmember Randle asked how long St. Anthony has been involved in this program. Police 2 <br />Lieutenant Diegnau indicated it has been close to eleven years and before that, St. Anthony 3 <br />Police was involved in the Safe and Sober Campaign. 4 <br /> 5 <br />Councilmember Stille stated the entire cost of the program is $688,000 and wondered what 6 <br />reimbursement St. Anthony will receive. Police Lieutenant Diegnau explained St. Anthony’s 7 <br />share will be $37,400 and is distributed among the eleven agencies due to size. He noted the 8 <br />$688,000 is not St. Anthony’s cost, that is the overall grant amount. 9 <br /> 10 <br />Councilmember Stille thought this was really focused on safety, education, enforcement and 11 <br />training. Police Lieutenant Diegnau indicated that was correct. 12 <br /> 13 <br />Mayor Faust indicated the $37,400 is not coming out of the City’s budget. He saw this as much 14 <br />more than an enforcement program. 15 <br /> 16 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 19-17 <br />068; a Resolution Authorizing Mayor and City Manager to Approve Toward Zero Deaths Grant. 18 <br /> 19 <br />Motion carried 5-0. 20 <br /> 21 <br />Mayor Faust asked Police Lieutenant Diegnau for information on the law regarding school buses. 22 <br />Police Lieutenant Diegnau reviewed the law with the Council. 23 <br /> 24 <br />D. Ordinance 2019-09; an Ordinance Amending Multiple Sections of Chapter 111 of the 25 <br />Tobacco Ordinance to Raise the Minimum Age to Purchase to 21 (2nd of 3 readings). 26 <br /> 27 <br />City Manager Casey reviewed the ordinance with the Council and indicated it would raise the 28 <br />age from 18 to 21 to purchase tobacco products within the City of St. Anthony. This is the 29 <br />second of three readings required, the final reading is scheduled for October 8, 2019 and if 30 <br />approved, the amended ordinance would subsequently be published and take effect immediately. 31 <br /> 32 <br />City Manager Casey indicated the City has received letters of support from the American Heart 33 <br />Association, Hennepin County Public Health, The Association of Non-Smokers Minnesota and 34 <br />the Minnesota Public Health Association. 35 <br /> 36 <br />Julie Philbrook explained she is a St. Anthony resident, nurse, and mother to an eleventh grader 37 <br />at the high school. She was at the meeting to ask the City Council to support the ordinance that 38 <br />would prohibit the sales of any nicotine tobacco containing product to anyone under 21. She 39 <br />stated according to the 2015 Institute of Medicine report, ninety percent of people who use 40 <br />tobacco start before the age of 18. She noted she lost two family members to smoking related 41 <br />lung cancer, both her father and sister-in-law started smoking at the age of fifteen. With the 42 <br />addition of vaping, now people can inhale the chemicals with little detection by teachers and 43 <br />parents. Young people in St. Anthony are vaping and with alarming news with over 530 cases of 44 <br />severe lung damage and nine deaths. She stated the City needs to act now to minimize the 45 <br />chances that these kids still developing brains and lungs are not permanently damaged. The 46 <br />3
