A. Resolution 19-070; a Resolution Denying a request for a Subdivision, Variances from 1 <br />Required Lot Area, and Variance for Setback from the Public Right of Way for property 2 <br />at 3645 Chelmsford Road. 3 <br /> 4 <br />City Planner Grittman reviewed the resolution with the Council and indicated that staff and 5 <br />Planning Commission recommend denial of the proposed subdivision and lot area variances 6 <br />along with denial of the proposed setback variance for proposed Parcel A based on the findings 7 <br />shown in the staff report. 8 <br /> 9 <br />Mayor Faust offered an opportunity for the public or applicant to speak with no one coming 10 <br />forward. 11 <br /> 12 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution 13 <br />19-070; a Resolution denying a request for a Subdivision, Variances from Required Lot Area, 14 <br />and Variance for Setback from the Public Right of Way for property at 3645 Chelmsford Road. 15 <br /> 16 <br />Councilmember Stille explained staff presented this item well, noting this request exceeds the 17 <br />City Zoning Code by a lot. He noted a short while ago the City denied a request similar to this 18 <br />one as well. He thought variances were not to be taken lightly. 19 <br /> 20 <br />Motion carried 4-0. 21 <br /> 22 <br />VI. GENERAL BUSINESS OF COUNCIL. 23 <br /> 24 <br />A. Resolution 19-071; a Resolution Accepting and Approving the grant agreement between 25 <br />the City of St. Anthony Village and the Metropolitan Council of Environmental Services 26 <br />for the Improvement of Publicly owned infrastructure. 27 <br /> 28 <br />City Engineer Messner reviewed the resolution with the Council and indicated that staff 29 <br />recommended approval of the Resolution. 30 <br /> 31 <br />Councilmember Stille asked what this money is being used for and what the purpose of the grant 32 <br />is. City Engineer Messner explained what the grant is and how the money will be used in 33 <br />improving the wastewater treatment plant. He noted the grant funds are only for infrastructure 34 <br />improvements within the road right-of-way and does not include the private sewer services to the 35 <br />homes. He stated as part of the street reconstruction project, the City is also analyzing the 36 <br />private sewer services to the homes and trying to find deficiencies within those pipes. 37 <br /> 38 <br />Councilmember Stille indicated in terms of the environmental sustainability component of this 39 <br />exercise, this is not just doing a favor for the homeowner it really makes an impact. 40 <br /> 41 <br />Councilmember Jenson asked for clarity if the sanitary sewer system water going into the storm 42 <br />water sewer system and going into the Mississippi River. City Engineer Messner indicated the 43 <br />storm water is getting into the sanitary sewer system. He explained when it rains heavily the 44 <br />rainwater infiltrates into the ground where a lot of the old system has cracks in the pipes and 45 <br />water seeps into the cracks and the pipe. 46 <br />8
