1 <br />Mayor Faust stated when the residents started seeing the rates go up because of the inflow that is 2 <br />what caused the City to become a little more proactive because the Metropolitan Council is 3 <br />charging the residents more money then what the City knew was actually being discharged. 4 <br />Through the City’s efforts, mainly WSB, testified through the Metropolitan Agencies of Metro 5 <br />Cities to get funding. He indicated this adds to the environmental issue as well as the economic 6 <br />issue of it as well. He noted this rewards cities that are proactive, such as St. Anthony, on what 7 <br />the City is doing in its street reconstruction project. 8 <br /> 9 <br />Councilmember Stille asked City Manager Casey where the $150,000 will go. City Manager 10 <br />Casey explained the money will be a source used when the City does its peak to plateau and are 11 <br />able to reinvest that in order to bring the costs down as the City works through its multi-year 12 <br />street improvement program. 13 <br /> 14 <br />Councilmember Stille noted this money will be used for future street improvement projects and 15 <br />the City will not have to levy as much or borrow as much. 16 <br /> 17 <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution 18 <br />19-071; a Resolution Accepting and Approving the grant agreement between the City of St. 19 <br />Anthony Village and the Metropolitan Council of Environmental Services for the Improvement 20 <br />of Publicly owned infrastructure. 21 <br /> 22 <br />Motion carried 4-0. 23 <br /> 24 <br />B. Resolution 19-072; a Resolution Authorizing Mayor and City Manager to Approve 25 <br />Agreement with Ramsey County for the Silver Lake Road Flooding Project. 26 <br /> 27 <br />City Engineer Messner reviewed the resolution with the Council and indicated that staff 28 <br />recommends the City Council approve the agreement with Ramsey County for the Silver Lake 29 <br />Road Flooding project. 30 <br /> 31 <br />Councilmember Stille asked when the final mill and overlay will be completed. City Engineer 32 <br />Messner explained this was put off due to the weather and the City has received notice that it will 33 <br />start next week. 34 <br /> 35 <br />Mayor Faust indicated this is a very quick process so should not take long to get it done. 36 <br /> 37 <br />Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 19-38 <br />072; a Resolution Authorizing Mayor and City Manager to Approve Agreement with Ramsey 39 <br />County for the Silver Lake Road Flooding Project. 40 <br /> 41 <br />Motion carried 4-0. 42 <br /> 43 <br />C. Resolution 19-073; a Resolution Approving Participation in the Voluntary Statewide 44 <br />Lump-Sum Volunteer Firefighter Retirement Plan. 45 <br /> 46 <br />9
