City Council Regular Meeting Minutes <br />October 8, 2019 <br />Page 3 <br />1 <br />2 Mayor Faust stated when the residents started seeing the rates go up because of the inflow that is <br />3 what caused the City to become a little more proactive because the Metropolitan Council is <br />4 charging the residents more money then what the City knew was actually being discharged. <br />5 Through the City's efforts, mainly WSB, testified through the Metropolitan Agencies of Metro <br />6 Cities to get funding. He indicated this adds to the environmental issue as well as the economic <br />7 issue of it as well. He noted this rewards cities that are proactive, such as St. Anthony, on what <br />8 the City is doing in its street reconstruction project. <br />9 <br />10 Councilmember Stille asked City Manager Casey where the $150,000 will go. City Manager <br />11 Casey explained the money will be a source used when the City does its peak to plateau and are <br />12 able to reinvest that in order to bring the costs down as the City works through its multi -year <br />13 street improvement program. <br />14 <br />15 Councilmember Stille noted this money will be used for future street improvement projects and <br />16 the City will not have to levy as much or borrow as much. <br />17 <br />18 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution <br />19 19-071; a Resolution Accepting and Approving the grant agreement between the City of St. <br />20 Anthony Village and the Metropolitan Council of Environmental Services for the Improvement <br />21 of Publicly owned infrastructure. <br />22 <br />23 Motion carried 4-0. <br />24 <br />25 B. Resolution 19-072; a Resolution Authorizing Mayor and City Manager to Approve <br />26 Agreement with Ramsey County for the Silver Lake Road Flooding Project. <br />27 <br />28 City Engineer Messner reviewed the resolution with the Council and indicated that staff <br />29 recommends the City Council approve the agreement with Ramsey County for the Silver Lake <br />30 Road Flooding project. <br />31 <br />32 Councilmember Stille asked when the final mill and overlay will be completed. City Engineer <br />33 Messner explained this was put off due to the weather and the City has received notice that it will <br />34 start next week. <br />35 <br />36 Mayor Faust indicated this is a very quick process so should not take long to get it done. <br />37 <br />38 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 19- <br />39 072; a Resolution Authorizing Mayor and City Manager to Approve Agreement with Ramsey <br />40 County for the Silver Lake Road Flooding Project. <br />41 <br />42 Motion carried 4-0. <br />43 <br />44 C. Resolution 19-073; a Resolution Approving Participation in the Voluntary Statewide <br />45 Lump -Sum Volunteer Firefighter Retirement Plan. <br />46 <br />
