City Council Regular Meeting Minutes <br />October 8, 2019 <br />Page 4 <br />1 City Manager Casey reviewed the resolution with the Council and indicated that staff <br />2 recommends approval of the Resolution based on the benefits gained with joining the PERA <br />3 plan, and that the PERA and SAFRA modeling both project a $3,800 benefit level will maintain <br />4 the plan at more than 100% funded. <br />5 <br />6 Councilmember Stille asked for elaboration on the benefits of the vesting. City Manager Casey <br />7 explained the vesting benefits with the Council and indicated by moving the period from ten <br />8 years to five years it will encourage the firefighter to stay on rather than leave. <br />9 <br />10 Councilmember Jenson stated he attended the meeting at the Fire Department that discussed this <br />11 plan in detail, and it was quite lengthy but at the end of the meeting it was unanimous that the <br />12 rank and file approved this plan to go forward with it. <br />13 <br />14 Mayor Faust noted this is only for the paid on -call volunteer Fire Department, not for the full- <br />15 time employees. <br />16 <br />17 Motion by Councilmember Jenson, seconded by Councilmember Gray, to approve Resolution <br />18 19-073; a Resolution Approving Participation in the Voluntary Statewide Lump -Sum Volunteer <br />19 Firefighter Retirement Plan. <br />20 <br />21 Motion carried 4-0. <br />22 <br />23 D. Resolution 19-074; a Resolution Certifying Special Assessments for Delinquent Public <br />24 Utility Service Accounts to the 2020 Hennepin County Tax Rolls. <br />25 <br />26 City Manager Casey reviewed the resolution with the Council and request the City Council <br />27 approve the Resolution Certifying Special Assessment for Delinquent Public Utility Service <br />28 Accounts. <br />29 <br />30 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 19- <br />31 074; a Resolution Certifying Special Assessment for Delinquent Public Utility Service Accounts <br />32 to the 2020 Hennepin County Tax Rolls. <br />33 <br />34 Motion carried 4-0. <br />35 <br />36 E.
