City Council Regular Meeting Minutes October 8, 2019 Page 4 1 City Manager Casey reviewed the resolution with the Council and indicated that staff 2 recommends approval of the Resolution based on the benefits gained with joining the PERA 3 plan, and that the PERA and SAFRA modeling both project a $3,800 benefit level will maintain 4 the plan at more than 100% funded. 5 6 Councilmember Stille asked for elaboration on the benefits of the vesting. City Manager Casey 7 explained the vesting benefits with the Council and indicated by moving the period from ten 8 years to five years it will encourage the firefighter to stay on rather than leave. 9 10 Councilmember Jenson stated he attended the meeting at the Fire Department that discussed this 11 plan in detail, and it was quite lengthy but at the end of the meeting it was unanimous that the 12 rank and file approved this plan to go forward with it. 13 14 Mayor Faust noted this is only for the paid on -call volunteer Fire Department, not for the full- 15 time employees. 16 17 Motion by Councilmember Jenson, seconded by Councilmember Gray, to approve Resolution 18 19-073; a Resolution Approving Participation in the Voluntary Statewide Lump -Sum Volunteer 19 Firefighter Retirement Plan. 20 21 Motion carried 4-0. 22 23 D. Resolution 19-074; a Resolution Certifying Special Assessments for Delinquent Public 24 Utility Service Accounts to the 2020 Hennepin County Tax Rolls. 25 26 City Manager Casey reviewed the resolution with the Council and request the City Council 27 approve the Resolution Certifying Special Assessment for Delinquent Public Utility Service 28 Accounts. 29 30 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 19- 31 074; a Resolution Certifying Special Assessment for Delinquent Public Utility Service Accounts 32 to the 2020 Hennepin County Tax Rolls. 33 34 Motion carried 4-0. 35 36 E. Resolution 19-075; a Resolution Certifying Special Assessments for Delinquent Public 37 Utility Service Accounts to the 2020 Ramsey County Tax Rolls. 38 39 City Manager Casey reviewed the resolution with the Council and request the approval of the 40 Resolution Certifying Special Assessments for Delinquent Public Utility Service Accounts for 41 Ramsey County. 42 43 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution 44 19-075; a Resolution Certifying Special Assessments for Delinquent Public Utility Service 45 Accounts to the 2020 Ramsey County Tax Rolls. 46
