City Council Regular Meeting Minutes <br />October 8, 2019 <br />Page 5 <br />1 Motion carried 4-0. <br />2 <br />3 F. Resolution 19-076; a Resolution Certifying Special Assessments for Delinquent Waste <br />4 Hauler Accounts to the 2020 Hennepin County Tax Rolls. <br />5 <br />6 City Manager Casey reviewed the resolution with the Council and request the City Council <br />7 approve the Resolution Certifying Assessment for Delinquent Waste Hauler Accounts for <br />8 Hennepin County. <br />9 <br />10 Motion by Councilmember Jenson, seconded by Councilmember Stille, to approve Resolution <br />11 19-076; a Resolution Certifying Special Assessments for Delinquent Waste Hauler Accounts to <br />12 the 2020 Hennepin County Tax Rolls. <br />13 <br />14 Motion carried 4-0. <br />15 <br />16 G. Resolution 19-077; a Resolution Certifying Special Assessments for Delinquent Waste <br />17 Hauler Accounts to the 2020 Ramsey County Tax Rolls. <br />18 <br />19 City Manager Casey reviewed the resolution with the Council and request approval of the <br />20 Resolution Certifying Special Assessments for Delinquent Waste Hauler Accounts for Ramsey <br />21 County. <br />22 <br />23 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 19- <br />24 077; a Resolution Certifying Special Assessments for Delinquent Waste Hauler Accounts to the <br />25 2020 Ramsey County Tax Rolls. <br />26 <br />27 Motion carried 4-0. <br />28 <br />29 H. Resolution 19-09; an Ordinance Amending Multiple Sections of Chapter 111 of the <br />30 Tobacco Ordinance to Raise the Minimum Age to Purchase to 21. <br />31 <br />32 City Manager Casey reviewed the resolution with the Council and indicated that staff is <br />33 requesting approval of this Ordinance. <br />34 <br />35 Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve third reading <br />36 and adopt Ordinance 2019-09; an Ordinance Amending Multiple Sections of Chapter 111 of the <br />37 Tobacco Ordinance to Raise the Minimum Age to Purchase to 21. <br />38 <br />39 Motion carried 4-0. <br />40 <br />41 Ms. Ann Trench stated she appreciated that the Council took this issue up and has raised the age <br />42 to 21. She thought it was very important and will help keep a lot of the vaping out of the high <br />43 schools. She also thought it was a puzzle here. The tobacco sales age deals with access but the <br />44 flavors also make it very appealing. She thought it would encourage high school students to still <br />45 go around the age law because it is something that they want. She thought appeal and access are <br />46 both important to prevent use and addiction and an epidemic. States have made drastic moves <br />
