City Council Regular Meeting Minutes <br />October 22, 2019 <br />Page 2 <br />1 <br />2 Councilmember Stille noted this is a good reminder of the intricacies of the system. He asked in <br />3 regard to the overall efficiency, this does give the Police Department more tools but from an <br />4 efficiency perspective are the Police Officers more or less efficient with the body cams. Captain <br />5 Spiess indicated administratively there is more work in the back end as far as the auditing <br />6 process. There is also more video to disseminate. He thought where time was saved is when <br />7 there is a question of what happened it is easier to look on the video and see a lot of what has <br />8 happened. <br />9 <br />10 Officer South stated it is something that is used on a daily basis and on the front end it is not <br />11 really more time consuming then getting it up and running at the beginning of the shift. He <br />12 thought what was time consuming for them was every now and then something goes wrong <br />13 where a case number is not available at the time of the video upload and has to be uploaded later. <br />14 <br />15 Mayor Faust thought what outweighs all of the nuances is the transparency and trust that are <br />16 garnered with the public which is very important. He applauded the Police Department for being <br />17 looked at with the Department of Justice and having one of the first policies to be accepted. <br />18 <br />19 III. CONSENT AGENDA. <br />20 <br />21 A. Approve October 8, 2019, Council meeting minutes. <br />22 B. Licenses and permits. <br />23 C. Claims. <br />24 <br />25 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve the Consent <br />26 Agenda items. <br />27 <br />28 Motion carried 5-0. <br />29 <br />30 IV. PUBLIC HEARING — NONE. <br />31 <br />32 V. REPORTS FROM COMMISSION AND STAFF — NONE. <br />33 <br />34 VI. GENERAL BUSINESS OF COUNCIL. <br />35 <br />36 A. Resolution 19-080; a Resolution Supporting St. Anthony -New Brighton School District <br />37 #282 Grants Request to Hennepin County Sports Program for a Multi -Use Turf Field. <br />38 <br />39 Assistant to the City Manager Yunker reviewed the resolution with the Council and indicated <br />40 that staff would recommend additional conversations with the school district in order to gain <br />41 clarity of potential revenue sources needed including using City funds. <br />42 <br />43 Motion by Councilmember Gray, seconded by Councilmember Randle, to approve Resolution <br />44 19-080; a Resolution Supporting St. Anthony -New Brighton School District #282 Grants <br />45 Request to Hennepin County Sports Program for a Multi -Use Turf Field. <br />46 <br />
