City Council Regular Meeting Minutes <br />November 12, 2019 <br />Page 2 <br /> <br />A. Ordinance 2019-11 an Ordinance Amending Chapter 152 Zoning by Adding Definitions 1 <br />and Requirements for Walkways, Patios, and Sidewalks. 2 <br /> 3 <br />Vice Chair Westrick reviewed the ordinance with the Council and indicated that staff is 4 <br />recommending approval as submitted. 5 <br /> 6 <br />Councilmember Jenson explained what he liked about the diagram is that it specifies for 7 <br />walkways. People can build a walkway along the side of the house but need to leave some 8 <br />permeable area, one foot to the property line so water runoff will not go onto the neighboring 9 <br />yard most of the time. 10 <br /> 11 <br />Vice Chair Westrick indicated the one foot would also allow for a fence to be built between the 12 <br />properties as well. 13 <br /> 14 <br />Councilmember Stille thanked Vice Chair Westrick for the presentation and felt this added 15 <br />something to the Code that was missing. 16 <br /> 17 <br />Mayor Faust thought one of the issues was this was started last April, or May and it took awhile 18 <br />to get this refined to meet everyone’s satisfaction and have it easily definable for the lay person 19 <br />to understand it. He thanked the Planning Commission for many hours of conversation and 20 <br />deliberation to get to this end point. 21 <br /> 22 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to approve third reading 23 <br />and adopt Ordinance 2019-11; an Ordinance Amending Chapter 152 by Adding Definitions and 24 <br />Requirements for Walkways, Patios, and Sidewalks. 25 <br /> 26 <br />Motion carried 5-0. 27 <br /> 28 <br />VI. GENERAL BUSINESS OF COUNCIL. 29 <br /> 30 <br />A. Resolution 19-082; a Resolution Approving A Special Event at The Unofficial on 31 <br />December 11, 2019. 32 <br /> 33 <br />City Manager Casey reviewed the resolution with the Council and indicated that staff is 34 <br />recommending approval. 35 <br /> 36 <br />Mr. Chris Christopherson, owner and president of The Unofficial was at the meeting. 37 <br /> 38 <br />Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution 39 <br />19-0082; a Resolution Approving A Special Event at The Unofficial on December 11, 2019. 40 <br /> 41 <br />Mayor Faust thought one of the things Mr. Christopherson was doing besides benefiting his 42 <br />business is to offer a public service. He noted this will be the third year for the Holiday Train 43 <br />and is an excellent time to see the Canadian Pacific Holiday train and is also a fundraiser for the 44 <br />NE Community that helps seniors and people at risk. This is a great way to bring the family out 45 <br />and hear great music. 46 <br />6
