City Council Regular Meeting Minutes <br />November 12, 2019 <br />Page 3 <br /> <br /> 1 <br />Motion carried 5-0. 2 <br /> 3 <br />B. Resolution 19-083; a Resolution of the Canvass of the 2019 General Municipal Election. 4 <br /> 5 <br />City Manager Casey reviewed the resolution with the Council and indicated that staff is 6 <br />recommending approval. He explained the resolution states that Randy Stille received the 7 <br />greatest number of votes for the office of Mayor and Thomas Randle and Bernard Walker 8 <br />received the greatest number of votes for the office of Council Member. He noted there has been 9 <br />a request for a recount. The recount date will be determined after the action taken at the meeting. 10 <br /> 11 <br />Motion by Councilmember Jenson, seconded by Mayor Faust, to approve Resolution 2019-003; 12 <br />a Resolution of the Canvass of the 2019 General Municipal Election. 13 <br /> 14 <br />Motion carried 5-0. 15 <br /> 16 <br />C. Ordinance 2019-10 an Ordinance amending multiple sections relating to Sewer, Water, 17 <br />and Stormwater Fees and other Fees. 18 <br /> 19 <br />City Manager Casey reviewed the resolution with the Council and indicated that staff is 20 <br />recommending approval. 21 <br /> 22 <br />Councilmember Stille noted the Council talked about the bucket approach a while back and how 23 <br />the City has its sources and uses. If there are uses, there to deliver water and handle the sewer 24 <br />and all the enterprises there also needs to be the sources to go with it. The City is trying to 25 <br />balance this out. He noted the City does not want to borrow from some other fund to cover 26 <br />shortages. 27 <br /> 28 <br />Councilmember Jenson stated the cost for all of these services are broken into two buckets. One 29 <br />is the fixed cost, the pipes, pumps and lift stations that are required and one is the usage rate. He 30 <br />indicated he liked this and is very efficient and effective and adds to the transparency of how the 31 <br />City charges for the services. 32 <br /> 33 <br />Motion by Councilmember Jenson, seconded by Mayor Faust, to approve second reading of 34 <br />Ordinance 2019-10; an Ordinance Amending Multiple Sections Relating to Sewer, Water, and 35 <br />Stormwater Fees and Other Fees. 36 <br /> 37 <br />Motion carried 5-0. 38 <br /> 39 <br />D. Liquor Operations Update Presentation 40 <br /> 41 <br />Liquor Operations Manager Larson gave a presentation on liquor operations in the City of St. 42 <br />Anthony. 43 <br /> 44 <br />Mr. Larson congratulated Councilmember Stille on his Mayoral election along with 45 <br />Councilmember Randle for his re-election and Councilmember Elect Walker for his 46 <br />7
