Parks and Environmental Commission Regular Meeting Minutes <br />September 9, 2019 <br />Page 4 <br /> <br />through the opening between the fence and the concrete in these two sections. A solution to 1 <br />fill the gap, either with a fence enhancement or a “top-of-the-concrete” enhancement is a 2 <br />solution. Of the eight 10-foot sections of lower-height fencing the east end of the fence row, 3 <br />there are six sections that do not currently have any kind of concrete “curbing” underneath 4 <br />them. A solution to fill this gap could be pursued, if it is expedient to do so at the same time a 5 <br />solution is pursued for area 1 and/or area 3. An alternate consideration would be to replace all 6 <br />the short sections of fence at the east end of the fence row, with taller fence to match the west 7 <br />end of the fence row, and to provide a bottom-of-the-fence gap solution while doing so. This 8 <br />potential solution would also provide a solution for the very common occurrence of foul 9 <br />batted and less common overthrown balls that escape the park to the north into neighbors’ 10 <br />yards by going over the existing short fencing at the east end of the fence row. There are 11 <br />fifteen long sections of tall fence at the west end of the fence row. There is a gap under the 12 <br />fence, running almost the entire fifteen-section distance. There is no concrete “curbing” 13 <br />underneath this fence. This fencing is in Out-of-Bounds territory for the field, past the foul 14 <br />territory off to the side of right field. This area is commonly used for throwing practice, and 15 <br />the fence should provide a good backstop for young players to work on their throwing (and 16 <br />catching) skills. However, the gap underneath the fence makes this “backstop” largely useless 17 <br />for this purpose, as a very large percentage of errant throws (of which there are many with 18 <br />young players) go under the fence into the neighbors’ yards. The solution would be to fill this 19 <br />gap with either concrete or fence enhancement. The fencing could also be lowered in some 20 <br />places. 21 <br /> 22 <br />Mr. Bates reviewed additional items – unrelated solutions: 23 <br />Wilshire Park Elementary School Field (School District Field) – There are currently three 24 <br />permanent pitching rubbers installed on the field. Softball uses the one closest to home plate 25 <br />at 35 feet and has no interest in the other two. Baseball would like to have one pitching rubber 26 <br />farther away from home plate and will settle on the distance desired, combining the needs of 27 <br />in-house and traveling baseball and communicate that distance to City Staff in future 28 <br />correspondence, to enable replacement of the two farther out pitching rubbers with one at a 29 <br />new distance yet to be determined. Before the start of the 2020 season, the number of 30 <br />permanently installed pitching rubbers would be reduced. 31 <br /> 32 <br />Emerald Park (City Park Field) – There are only two permanent pitching rubbers installed on 33 <br />the Emerald Park Field. Softball uses the one closest to Home Plate and has no interest in the 34 <br />other one. Baseball may pursue moving the (further out) pitching rubber to a new distance; 35 <br />softball has no objection to the movement of the (further away from home plate) permanent 36 <br />pitching rubber. 37 <br /> 38 <br />Mr. Bates provided handouts for the Commission showing price quotes for the various 39 <br />projects. He reviewed the next meetings for each group. They are unable to come to the 40 <br />Commission with exact requests of what needs to be done. The Sports Boosters are not 41 <br />coming to the Commission to ask for money. He reviewed the priorities for the different 42 <br />projects. They have made the projects severable. There is a construction season for doing 43 <br />fence work September – October – November. He will meet with the softball board on 44 <br />Monday for priorities and amount they are able to contribute. He can provide updated 45 <br />language in the quotes. 46
