Parks and Environmental Commission Regular Meeting Minutes <br />September 9, 2019 <br />Page 5 <br /> <br /> 1 <br />Commissioner Overman requested information on the number of games held at Emerald Park 2 <br />vs. school facilities. Mr. Bates stated it is evenly split. 3 <br /> 4 <br />Chair Jordahl Redlin asked if baseball’s agreement is necessary to proceed and Mr. Bates 5 <br />stated they do not know how much they would be willing to provide. Mr. Bates stated softball 6 <br />would like to go forward with the projects they can afford. It would make sense to have the 7 <br />same fence company do all the work. 8 <br /> 9 <br />Chair Jordahl Redlin asked which projects they would do without baseball’s consent. Mr. 10 <br />Bates stated the safety concerns would be corrected first. The safety concerns at Emerald Park 11 <br />are fairly small. (A1 on the quote handout). There are similar projects at Wilshire Park in 12 <br />addition to two gates. (A2 on the quote handout). Chair Jordahl Redlin asked if the school 13 <br />board would be asking for funding and Mr. Bates stated they have not done that in the past. 14 <br /> 15 <br />Commissioner Rengstorf asked if this is less of a concern for baseball. Mr. Munson stated it is 16 <br />less of a concern to the Baseball President but it is not known what the Baseball Board will 17 <br />determine. Mr. Munson stated he believes it is a safety concern for baseball. 18 <br /> 19 <br />Chair Jordahl Redlin asked Mr. Bates for updated information to provide to Mr. Hartmann 20 <br />and possibly have a Commission work session to vote. This evening a decision could not be 21 <br />made. Mr. Bates stated Mr. Hartmann had suggested they come to the Commission meeting 22 <br />this evening since the next meeting is not until December. 23 <br /> 24 <br />Mr. Gumke stated it would be helpful to have final number and proposed contributions within 25 <br />the next 4-6 weeks. Mr. Gumke asked if only one quotation was obtained. Mr. Bates stated 26 <br />they went with the Athletic Director’s preferred contractor. 27 <br /> 28 <br />Ms. Cassandra Palmer asked for more information on the safety issues. Mr. Munson stated he 29 <br />has witnessed one girl being hit with a ball directly in the face. Mr. Bates stated a couple of 30 <br />years ago there were some incidents at U12 games. The decision was made not to play U12’s 31 <br />on Emerald or Wilshire Park fields. Ms. Palmer stated this has not been brought to the School 32 <br />Board. 33 <br /> 34 <br />Commissioner Bellinger asked which park would be preferred and Mr. Munson stated he 35 <br />believes Wilshire would be a priority. Commissioner Bellinger asked if the contractor is 36 <br />available to do the work this year and Mr. Bates stated the contractor is available. 37 <br /> 38 <br />C. Hennepin County Tree Stewards Program 39 <br /> 40 <br />Mr. Shane DeGroy, Hennepin County Environment and Energy, Forestry Technician, Land 41 <br />and Water Unit, presented a PowerPoint. He reviewed the Tree Stewards Class which covers 42 <br />the basics of tree biology, tree planting, watering, pruning, and tree health through a 43 <br />combination of classroom instruction and hands-on, outdoor field experience. The classes are 44 <br />open to the public, and no experience is needed. The U of M provides the necessary tools and 45 <br />safety equipment, and the County provides a light breakfast, lunch and materials. The goal of 46
