City Council Regular Meeting Minutes <br />November 12, 2019 <br />Page 2 <br />1 A. Ordinance 2019-11 an Ordinance Amending Chapter 152 Zoning by Adding Definitions <br />2 and Requirements for Walkways, Patios, and Sidewalks. <br />3 <br />4 Vice Chair Westrick reviewed the ordinance with the Council and indicated that staff is <br />5 recommending approval as submitted. <br />6 <br />7 Councilmember Jenson explained what he liked about the diagram is that it specifies for <br />8 walkways. People can build a walkway along the side of the house but need to leave some <br />9 permeable area, one foot to the property line so water runoff will not go onto the neighboring <br />10 yard most of the time. <br />11 <br />12 Vice Chair Westrick indicated the one foot would also allow for a fence to be built between the <br />13 properties as well. <br />14 <br />15 Councilmember Stille thanked Vice Chair Westrick for the presentation and felt this added <br />16 something to the Code that was missing. <br />17 <br />18 Mayor Faust thought one of the issues was this was started last April, or May and it took awhile <br />19 to get this refined to meet everyone's satisfaction and have it easily definable for the lay person <br />20 to understand it. He thanked the Planning Commission for many hours of conversation and <br />21 deliberation to get to this end point. <br />22 <br />23 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve third reading <br />24 and adopt Ordinance 2019-11; an Ordinance Amending Chapter 152 by Adding Definitions and <br />25 Requirements for Walkways, Patios, and Sidewalks. <br />26 <br />27 Motion carried 5-0. <br />28 <br />29 VI. GENERAL BUSINESS OF COUNCIL. <br />30 <br />31 A. Resolution 19-082; a Resolution Approving A Special Event at The Unofficial on <br />32 December 11, 2019. <br />33 <br />34 City Manager Casey reviewed the resolution with the Council and indicated that staff is <br />35 recommending approval. <br />36 <br />37 Mr. Chris Christopherson, owner and president of The Unofficial was at the meeting. <br />38 <br />39 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution <br />40 19-0082; a Resolution Approving A Special Event at The Unofficial on December 11, 2019. <br />41 <br />42 Mayor Faust thought one of the things Mr. Christopherson was doing besides benefiting his <br />43 business is to offer a public service. He noted this will be the third year for the Holiday Train <br />44 and is an excellent time to see the Canadian Pacific Holiday train and is also a fundraiser for the <br />45 NE Community that helps seniors and people at risk. This is a great way to bring the family out <br />46 and hear great music. <br />
