City Council Regular Meeting Minutes <br />November 12, 2019 <br />Page 3 <br />1 <br />2 Motion carried 5-0. <br />3 <br />4 B. Resolution 19-083; a Resolution of the Canvass of the 2019 General Municipal Election. <br />5 <br />6 City Manager Casey reviewed the resolution with the Council and indicated that staff is <br />7 recommending approval. He explained the resolution states that Randy Stille received the <br />8 greatest number of votes for the office of Mayor and Thomas Randle and Bernard Walker <br />9 received the greatest number of votes for the office of Council Member. He noted there has been <br />10 a request for a recount. The recount date will be determined after the action taken at the meeting. <br />11 <br />12 Motion by Councilmember Jenson, seconded by Mayor Faust, to approve Resolution 2019-003; <br />13 a Resolution of the Canvass of the 2019 General Municipal Election. <br />14 <br />15 Motion carried 5-0. <br />16 <br />17 C. Ordinance 2019-10 an Ordinance amending multiple sections relating to Sewer, Water, <br />18 and Stormwater Fees and other Fees. <br />19 <br />20 City Manager Casey reviewed the resolution with the Council and indicated that staff is <br />21 recommending approval. <br />22 <br />23 Councilmember Stille noted the Council talked about the bucket approach a while back and how <br />24 the City has its sources and uses. If there are uses, there to deliver water and handle the sewer <br />25 and all the enterprises there also needs to be the sources to go with it. The City is trying to <br />26 balance this out. He noted the City does not want to borrow from some other fund to cover <br />27 shortages. <br />28 <br />29 Councilmember Jenson stated the cost for all of these services are broken into two buckets. One <br />30 is the fixed cost, the pipes, pumps and lift stations that are required and one is the usage rate. He <br />31 indicated he liked this and is very efficient and effective and adds to the transparency of how the <br />32 City charges for the services. <br />33 <br />34 Motion by Councilmember Jenson, seconded by Mayor Faust, to approve second reading of <br />35 Ordinance 2019-10; an Ordinance Amending Multiple Sections Relating to Sewer, Water, and <br />36 Stormwater Fees and Other Fees. <br />37 <br />38 Motion carried 5-0. <br />39 <br />40 D. Liquor Operations Update Presentation <br />41 <br />42 Liquor Operations Manager Larson gave a presentation on liquor operations in the City of St. <br />43 Anthony. <br />44 <br />45 Mr. Larson congratulated Councilmember Stille on his Mayoral election along with <br />46 Councilmember Randle for his re-election and Councilmember Elect Walker for his <br />
