City Council Regular Meeting Minutes <br />November 26, 2019 <br />Page 2 <br />1 Public Works Director Jay Hartman made a presentation and presented the 2019 Water <br />2 Conservation Poster winners to the City Council. He noted this is the third consecutive year that <br />3 the Parks Commission sponsored the contest and two schools participated. St. Charles Third <br />4 Grade and Wilshire Park Fourth Grade classes participated. <br />5 <br />6 Hartman announced the 4th place winner was Addie J. He announced the 3rd place winners were <br />7 Neva F and Lucy J. and the 2" place winners were Sasha W. and Elise O. Mayor Faust <br />8 presented the winners with water bottles and certificates. <br />9 <br />10 Hartman announced the 1st place winner of the contest was Sena A. Mayor Faust presented her <br />11 with a water bottle and certificate. He also took photos with the winners. <br />12 <br />13 Mayor Faust congratulated all the participants of the contest. <br />14 <br />15 III. CONSENT AGENDA. <br />16 <br />17 A. Approve November 12, 2019, Council meeting minutes. <br />18 B. Licenses and permits. <br />19 C. Claims. <br />20 <br />21 Motion by Councilmember Randle, seconded by Councilmember Gray, to approve the Consent <br />22 Agenda items. <br />23 <br />24 Motion carried 5-0. <br />25 <br />26 IV. PUBLIC HEARING — NONE. <br />27 <br />28 V. REPORTS FROM COMMISSION AND STAFF — NONE. <br />29 <br />30 VI. GENERAL BUSINESS OF COUNCIL. <br />31 <br />32 A. Resolution 19-084; a Resolution of the Canvass of the 2019 Municipal Election Recount. <br />33 <br />34 City Manager Casey reviewed the resolution with the Council and indicated that the results of <br />35 the recount showed votes case for Bernard Walker to be 1,298 and votes for Hal Gray to be <br />36 1,294. <br />37 <br />38 Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution <br />39 19-084; a Resolution of the Canvass of the 2019 Municipal Election Recount. <br />40 <br />41 Motion carried 5-0. <br />42 <br />43 B. Ordinance 2019-10; an Ordinance Amending Multiple Sections Relating to Sewer, <br />44 Water, and Stormwater Fees and Other Fees. <br />45 <br />
