City Council Regular Meeting Minutes <br />December 10, 2019 <br />Page 2 <br /> <br /> 1 <br />Finance Director Rueckert presented the Final 2020 Tax Levy and General Operating Budget 2 <br />and explained the Council needs to pass a Resolution adopting the 2020 budgets and certifying 3 <br />the final tax levy to Hennepin and Ramsey Counties. 4 <br /> 5 <br />Mayor Faust opened the public hearing at 7:03 p.m. 6 <br /> 7 <br />Councilmember Stille thought the driver of the potential increases in the budget is that 69% 8 <br />percent of expenditures are personnel related. He also indicated the median assessed value is a 9 <br />10% increase. Ms. Rueckert indicated that was correct. 10 <br /> 11 <br />Councilmember Randle stated to see in the report how the increase is laid out and distributed 12 <br />proportionately, he gets a better understanding of how things are broken up and he thought it 13 <br />would do the citizens well to go through and read the report to better know where the taxes are 14 <br />going. He thought this is laid out fairly well. 15 <br /> 16 <br />Mayor Faust did not think anyone wants to get rid of any services which is why there are 17 <br />increases. 18 <br /> 19 <br />There being no additional public input, Mayor Faust closed the public hearing at 7:18 p.m. 20 <br /> 21 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution 22 <br />19-090; Adopting the 2020 General Fund Operating Budget of $7,605,973 and certifying the 23 <br />final Property Tax Levy of $7,609,458 to Hennepin and Ramsey Counties. 24 <br /> 25 <br />Motion carried 5-0. 26 <br /> 27 <br />V. REPORTS FROM COMMISSION AND STAFF. 28 <br /> 29 <br />A. Resolution 19-091; A Resolution Approving a Planned Unit Development Agreement for 30 <br />Silver Lake Village. 31 <br /> 32 <br />City Planner Grittman stated staff has reviewed the project for land use compliance with the 33 <br />intent and policies of the City’s Comprehensive Plan, and for zoning consistency with the 34 <br />approved Preliminary Plan PUD and the proposed PUD meets the requirements of the Zoning 35 <br />Ordinance for the majority of the baseline standards. 36 <br /> 37 <br />City Planner Grittman reviewed the principal areas of flexibility under the PUD with the 38 <br />Council. He indicated staff believes the flexibility requested under the PUD is appropriate, given 39 <br />the objectives of the Comprehensive Plan and the related improvements and amenities proposed 40 <br />as part of the project. Staff is recommending approval of the Final Plan Stage of the PUD 41 <br />Amendment for Silver Lake Village, with a series of conditions as noted in the staff report. 42 <br /> 43 <br />Councilmember Jenson appreciated how City Planner Grittman highlighted the original concept 44 <br />review in this proposal review, which is very similar and not much has changed, mostly adding 45 <br />detail as well as some additional units.
