City Council Regular Meeting Minutes <br />December 10, 2019 <br />Page 4 <br /> <br />Mr. Dorn expressed his appreciation to Councilmember Gray and Mayor Faust for their 1 <br />contribution and service to the community. 2 <br /> 3 <br />Motion by Councilmember Randle, seconded by Councilmember Gray, to approve Resolution 4 <br />19-091; A Resolution Approving a Planned Unit Development Agreement for Silver Lake 5 <br />Village. 6 <br /> 7 <br />Motion carried 5-0. 8 <br /> 9 <br />B. Ordinance 2019-12; An Ordinance Amending Title XV of the St. Anthony Village City 10 <br />Code, Known as the Zoning Ordinance, by Amending the Silver Lake Village Planned 11 <br />Unit Development District by Revising the Planned Unit Development Agreement and 12 <br />Development Plans to Convert the Land Use on the Following Parcel to a 496 Unit 13 <br />Multi-Family Residential Development and Appurtenant Accessory Uses: Lot 2, Block 1, 14 <br />Silver Lake Village and Outlot B, Silver Lake Village. 15 <br /> 16 <br />City Planner Grittman reviewed the Ordinance with the Council and requested the City Council 17 <br />approve Ordinance 2019-12. 18 <br /> 19 <br />Councilmember Jenson asked how staff will make sure that the developer stays compliant in 20 <br />plans A and B. City Engineer Messner explained with a project like this the City does collect a 21 <br />financial security and that security is used to cover the City cost inspections for this type of 22 <br />project. With Plan A, weekly inspections will be done on the erosion control and environmental 23 <br />impact type of work and after every major rain event staff goes out and conduct inspections to 24 <br />make sure they are adhering to their MPDS permit. The plan B inspections consist of 25 <br />construction related to the City infrastructure improvements and there is a storm sewer that 26 <br />bisects the current parking lot that needs to be relocated. Staff will provide full time inspection 27 <br />to make sure that is constructed up to City standards. 28 <br /> 29 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Ordinance 30 <br />2019-12; An Ordinance Amending Title XV of the St. Anthony Village City Code, Known as the 31 <br />Zoning Ordinance, by Amending the Silver Lake Village Planned Unit Development District by 32 <br />Revising the Planned Unit Development Agreement and Development Plans to Convert the Land 33 <br />Use on the Following Parcel to a 496 Unit Multi-Family Residential Development and 34 <br />Appurtenant Accessory Uses: Lot 2, Block 1, Silver Lake Village and Outlot B, Silver Lake 35 <br />Village. 36 <br /> 37 <br />Motion carried 5-0. 38 <br /> 39 <br />C.
