GENERAL BUSINESS OF COUNCIL. 4 <br /> 5 <br />A. Resolution 19-094; a Resolution Approving Accepting Plans and Specifications and 6 <br />Ordering Advertisement for Bids for the 2020 Street and Utility Improvement Project. 7 <br /> 8 <br />City Engineer Messner reviewed the resolution with the Council and indicated that staff is 9 <br />requesting approval of the Resolution approving accepting plans and specifications and ordering 10 <br />advertisement for bids for the 2020 streets and utility improvement project. 11 <br /> 12 <br />Councilmember Jenson complimented the idea of combining the Industrial Flood Mitigation 13 <br />effort with the rest of the 2020 street improvement project. He asked how many businesses will 14 <br />benefit from the flood mitigation. City Engineer Messner indicated there were a number of 15 <br />business along that corridor, Anthony Lane, but he did not have the actual number available. He 16 <br />indicated there were between six and seven buildings that have been affected by the flooding 17 <br />along the back ditch. Primarily, two or three buildings have been affected by major flooding. 18 <br /> 19 <br />Councilmember Randle thought it was noted that the projects were put off a little bit in order to 20 <br />wait for a better bid. City Engineer Messner explained he was talking about the Industrial Park 21 <br />Flood Improvement Project. The project was actually bid out twice last year and the first-time 22 <br />no-good bids were received and talked with the contractors which felt the schedule was too 23 <br />aggressive. Staff went out and changed the schedule of the project, allowing the project to be 24 <br />constructed over the past winter. Staff did receive somewhat better prices the second time 25 <br />around but not quite what was hoped for and staff felt the prices were too high compared to other 26 <br />unit prices seen throughout the industry. 27 <br /> 28 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 19-29 <br />094; a Resolution Approving Accepting Plans and Specifications and Ordering Advertisement 30 <br />for Bids for the 2020 Street and Utility Improvement Project. 31 <br /> 32 <br />Motion carried 5-0. 33 <br /> 34 <br />B. Electric Vehicles Report. 35 <br /> 36 <br />Ms. Kim Napoline, University of Minnesota, introduced herself and made a presentation to the 37 <br />City Council on Electric Vehicle Infrastructure in St. Anthony. 38 <br /> 39 <br />Mayor Faust thanked Ms. Napoline for the presentation and indicated the City really did not 40 <br />know where to begin and this presentation have given them a jumping off point and a lot to think 41 <br />about. He thought this was a very thorough presentation. 42 <br /> 43 <br />Councilmember Stille indicated this presentation was very enlightening and did not know how 44 <br />many EV’s are in town. He wondered how the people with the EV’s charged their vehicles now. 45 <br />16
