City Council Regular Meeting Minutes <br />December 10, 2019 <br />Page 2 <br />1 <br />2 Finance Director Rueckert presented the Final 2020 Tax Levy and General Operating Budget <br />3 and explained the Council needs to pass a Resolution adopting the 2020 budgets and certifying <br />4 the final tax levy to Hennepin and Ramsey Counties. <br />5 <br />6 Mayor Faust opened the public hearing at 7:03 p.m. <br />7 <br />8 Councilmember Stille thought the driver of the potential increases in the budget is that 69% <br />9 percent of expenditures are personnel related. He also indicated the median assessed value is a <br />10 10% increase. Ms. Rueckert indicated that was correct. <br />11 <br />12 Councilmember Randle stated to see in the report how the increase is laid out and distributed <br />13 proportionately, he gets a better understanding of how things are broken up and he thought it <br />14 would do the citizens well to go through and read the report to better know where the taxes are <br />15 going. He thought this is laid out fairly well. <br />16 <br />17 Mayor Faust did not think anyone wants to get rid of any services which is why there are <br />18 increases. <br />19 <br />20 There being no additional public input, Mayor Faust closed the public hearing at 7:18 p.m. <br />21 <br />22 Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution <br />23 19-090; Adopting the 2020 General Fund Operating Budget of $7,605,973 and certifying the <br />24 final Property Tax Levy of $7,609,458 to Hennepin and Ramsey Counties. <br />25 <br />26 Motion carried 5-0. <br />27 <br />28 V. REPORTS FROM COMMISSION AND STAFF. <br />29 <br />30 A. Resolution 19-091; A Resolution Approving a Planned Unit Development Agreement for <br />31 Silver Lake Village. <br />32 <br />33 City Planner Grittman stated staff has reviewed the project for land use compliance with the <br />34 intent and policies of the City's Comprehensive Plan, and for zoning consistency with the <br />35 approved Preliminary Plan PUD and the proposed PUD meets the requirements of the Zoning <br />36 Ordinance for the majority of the baseline standards. <br />37 <br />38 City Planner Grittman reviewed the principal areas of flexibility under the PUD with the <br />39 Council. He indicated staff believes the flexibility requested under the PUD is appropriate, given <br />40 the objectives of the Comprehensive Plan and the related improvements and amenities proposed <br />41 as part of the project. Staff is recommending approval of the Final Plan Stage of the PUD <br />42 Amendment for Silver Lake Village, with a series of conditions as noted in the staff report. <br />43 <br />44 Councilmember Jenson appreciated how City Planner Grittman highlighted the original concept <br />45 review in this proposal review, which is very similar and not much has changed, mostly adding <br />46 detail as well as some additional units.
