Certainly, if parking cannot be provided then there will be trouble trying to lease the <br />2 units out and he was sure there was a lot of thought put into that process. He indicated he liked <br />3 that there is some green space there. <br />4 <br />5 Councilmember Stille stated it does increase green space through this process compared to where <br />6 it was. City Planner Grittman explained raw impervious is about seven percent better and does <br />7 not include the interior courtyard, which is technically pervious but there will be a lot of green <br />8 space in the courtyard as well. <br />9 <br />10 Councilmember Stille asked about the access to Salo Park and the walkability from the <br />11 development through there to connect to the trails in order to get connectivity and he wondered <br />12 about the south project and if there is access from phase two through the middle of the building <br />13 into the retail, north building, so people do not need to walk all the way around in order to get to <br />14 the retail. He noted he was searching for a vibrant retail and wanted to make sure that is well <br />15 connected. <br />16 <br />17 Mr. Kelly Dorn, Dorn Companies, showed the City Council additional renderings of the project <br />18 and explained connectivity and access to the buildings. <br />19 <br />20 Councilmember Randle explained parking is still a concern for him. He thought 1.5 seemed <br />21 adequate but not every resident is going to abide by that number and the business parking does <br />22 not seem to be taken into account along with visitors. Mr. Dorn explained his experience with <br />23 parking is with similar projects that have been built and are currently operating, such as the 610 <br />24 projects in Brooklyn Park. He indicated this has a very similar parking ratio and the parking that <br />25 is under the building versus that which is on the surface. He noted the parking is working at the <br />26 Brooklyn Park project which is 480 units. He also noted a building in Maple Grove with 375 <br />27 units and stated the parking is also working there. He thought it boils down to not what the <br />28 parking ratio is per unit, the better way to look at it is what is the parking ratio per bedroom and <br />29 with this development the parking ratio is 1.17 per bedroom which is a healthy parking ratio for <br />30 this kind of a project. Mr. Dorn noted people are using alternate forms of transportation as well. <br />31 He explained if there are parking problems, they would go to a car sharing program which his <br />32 company would implement and run and currently is being done in another of their buildings in <br />33 Edina. He indicated his company is very comfortable with the amount of parking being <br />34 provided. <br />35 <br />36 Councilmember Stille asked what will become of the two outlots from the first phase. Mr. Dorn <br />37 explained the one outlot along Silver Lake Road, between the gas station and Starbucks will be <br />38 retained by the shopping center and it is his understanding and based upon all of the documents <br />39 drafted so far is that their plan is to develop that and that they would be coming forth with a plan <br />40 to put a building on that property. <br />41 <br />42 Mayor Faust thought over the last fifteen years a lot of things have changed along with driving <br />43 habits and use of vehicles and there were also people who have asked for there to be less parking <br />44 in that area. There is also the opportunity to add more parking if needed. He thought this was a <br />45 great project and appreciated all the hard work. <br />46 <br />
