City Council Regular Meeting Minutes <br />December 10, 2019 <br />Page 6 <br />1 <br />2 Mayor Faust reconvened the meeting at approximately 8:06 p.m. <br />3 <br />4 VI. GENERAL BUSINESS OF COUNCIL. <br />5 <br />6 A. Resolution 19-094; a Resolution Approving Accepting Plans and Specifications and <br />7 Ordering Advertisement for Bids for the 2020 Street and Utility Improvement Project. <br />8 <br />9 City Engineer Messner reviewed the resolution with the Council and indicated that staff is <br />10 requesting approval of the Resolution approving accepting plans and specifications and ordering <br />11 advertisement for bids for the 2020 streets and utility improvement project. <br />12 <br />13 Councilmember Jenson complimented the idea of combining the Industrial Flood Mitigation <br />14 effort with the rest of the 2020 street improvement project. He asked how many businesses will <br />15 benefit from the flood mitigation. City Engineer Messner indicated there were a number of <br />16 business along that corridor, Anthony Lane, but he did not have the actual number available. He <br />17 indicated there were between six and seven buildings that have been affected by the flooding <br />18 along the back ditch. Primarily, two or three buildings have been affected by major flooding. <br />19 <br />20 Councilmember Randle thought it was noted that the projects were put off a little bit in order to <br />21 wait for a better bid. City Engineer Messner explained he was talking about the Industrial Park <br />22 Flood Improvement Project. The project was actually bid out twice last year and the first-time <br />23 no-good bids were received and talked with the contractors which felt the schedule was too <br />24 aggressive. Staff went out and changed the schedule of the project, allowing the project to be <br />25 constructed over the past winter. Staff did receive somewhat better prices the second time <br />26 around but not quite what was hoped for and staff felt the prices were too high compared to other <br />27 unit prices seen throughout the industry. <br />28 <br />29 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 19- <br />30 094; a Resolution Approving Accepting Plans and Specifications and Ordering Advertisement <br />31 for Bids for the 2020 Street and Utility Improvement Project. <br />32 <br />33 Motion carried 5-0. <br />34 <br />35 B. Electric Vehicles Report. <br />36 <br />37 Ms. Kim Napoline, University of Minnesota, introduced herself and made a presentation to the <br />38 City Council on Electric Vehicle Infrastructure in St. Anthony. <br />39 <br />40 Mayor Faust thanked Ms. Napoline for the presentation and indicated the City really did not <br />41 know where to begin and this presentation have given them a jumping off point and a lot to think <br />42 about. He thought this was a very thorough presentation. <br />43 <br />44 Councilmember Stille indicated this presentation was very enlightening and did not know how <br />45 many EV's are in town. He wondered how the people with the EV's charged their vehicles now. <br />
