ANTHONY 1 <br />CITY COUNCIL REGULAR MEETING MINUTES 2 <br />JANUARY 28, 2020 3 <br />4 <br />CALL TO ORDER. 5 <br />6 <br />Mayor Stille called the meeting to order at 7:00 p.m. 7 <br />8 <br />PLEDGE OF ALLEGIANCE. 9 <br />10 <br />Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance. 11 <br />12 <br />ROLL CALL. 13 <br />14 <br />Present: Mayor Stille, Councilmembers Jenson, Walker and Webster. 15 <br />Absent: Randle 16 <br />Also Present: City Manager Mark Casey and Public Works Director Jay Hartman. 17 <br />Guests: Jerry Hromatka, and Chad Gillard. 18 <br />19 <br />CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING 20 <br />ITEMS. 21 <br />22 <br />I.APPROVAL OF JANUARY 28, 2020 CITY COUNCIL MEETING AGENDA. 23 <br />24 <br />Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve the City 25 <br />Council Meeting Agenda of January 28, 2020. 26 <br />27 <br />Motion carried 4-0. 28 <br />29 <br />II.PROCLAMATIONS AND RECOGNITIONS. 30 <br />31 <br />A.Presentation of Northeast Youth and Family Services32 <br />33 <br />Jerry Hromatka, President and CEO of Northeast Youth and Family Services made a 34 <br />presentation to the City Council. 35 <br />36 <br />Councilmember Webster expressed her thanks to Mr. Hromatka for his long-time commitment to 37 <br />the St.Anthony-New Brighton Family Services Collaborative. She thought when looking at the 38 <br />mission of the organization and talking about meeting the unmet developmental needs of youth 39 <br />and families, in terms of talking about trauma informed practice and shifting the practices not 40 <br />only in mental health but also in School Districts away from “what is wrong with you” to “what 41 <br />happened to you” and then the other piece the really resonates with her is the talk about family 42 <br />focus and what they know is that children’s needs are best met when parents needs are met. She 43 <br />congratulated Mr. Hromatka on his upcoming retirement. 44 <br />45 <br />Councilmember Jenson appreciated the fact that Mr. Hromatka has been on this board for so 46 <br />many years and spent so much time and effort and the presentations are always enlightening and 47 <br />worthwhile. 48 <br />49 <br />1
