ANTHONY <br />2 CITY COUNCIL REGULAR MEETING MINUTES <br />3 JANUARY 28, 2020 <br />4 <br />5 CALL TO ORDER. <br />6 <br />7 Mayor Stille called the meeting to order at 7:00 p.m. <br />8 <br />9 PLEDGE OF ALLEGIANCE. <br />10 <br />11 Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance. <br />12 <br />13 ROLL CALL. <br />14 <br />15 Present: Mayor Stille, Councilmembers Jenson, Walker and Webster. <br />16 Absent: Randle <br />17 Also Present: City Manager Mark Casey and Public Works Director Jay Hartman. <br />18 Guests: Jerry Hromatka, and Chad Gillard. <br />19 <br />20 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING <br />21 ITEMS. <br />22 <br />23 I. APPROVAL OF JANUARY 28, 2020 CITY COUNCIL MEETING AGENDA. <br />24 <br />25 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve the City <br />26 Council Meeting Agenda of January 28, 2020. <br />27 <br />28 Motion carried 4-0. <br />29 <br />30 II. PROCLAMATIONS AND RECOGNITIONS. <br />31 <br />32 A. Presentation of Northeast Youth and Family Services <br />33 <br />34 Jerry Hromatka, President and CEO of Northeast Youth and Family Services made a <br />35 presentation to the City Council. <br />36 <br />37 Councilmember Webster expressed her thanks to Mr. Hromatka for his long-time commitment to <br />38 the St.Anthony-New Brighton Family Services Collaborative. She thought when looking at the <br />39 mission of the organization and talking about meeting the unmet developmental needs of youth <br />40 and families, in terms of talking about trauma informed practice and shifting the practices not <br />41 only in mental health but also in School Districts away from "what is wrong with you" to "what <br />42 happened to you" and then the other piece the really resonates with her is the talk about family <br />43 focus and what they know is that children's needs are best met when parents needs are met. She <br />44 congratulated Mr. Hromatka on his upcoming retirement. <br />45 <br />46 Councilmember Jenson appreciated the fact that Mr. Hromatka has been on this board for so <br />47 many years and spent so much time and effort and the presentations are always enlightening and <br />48 worthwhile. <br />49 <br />
