City Council Regular Meeting Minutes January 28, 2020 Page 2 1 Mayor Stille thanked Mr. Hromatka for the presentation. He thought this is a need in the 2 community. St. Anthony has had a quest as a Council to be better along the Mental Health 3 aspect in the City. Not only is there a need and good for individuals and should fall intangibly 4 down to the bottom line. Having that kind of service would probably eliminate some needless 5 calls. He wished Mr. Hromatka well in his retirement. 6 7 1II. CONSENT AGENDA. 8 9 A. Approve January 14, 2020, Council meeting minutes. 10 B. Licenses and permits. 11 C. Claims. 12 D. Resolution 20-011; a Resolution Approving the Northeast Youth and Family Services 13 Agreement. 14 E. Resolution 20-012; a Resolution Designating Mayor Stille as a participant in Outside 15 Organizations for 2020. 16 F. Resolution 20-013; a Resolution Designating Councilmember Jenson as a Participant in 17 Outside Organizations for 2020. 18 G. Resolution 20-014; a Resolution Designating Councilmember Randle as a Participant in 19 Outside Organizations for 2020. 20 H. Resolution 20-015; a Resolution Designating Councilmember Walker as a Participant in 21 Outside Organizations for 2020. 22 I. Resolution 20-016; a Resolution Designating Councilmember Webster as a Participant in 23 Outside Organizations for 2020. 24 25 Motion by Councilmember Jenson, seconded by Councilmember Webster, to approve the 26 Consent Agenda items. 27 28 Motion carried 4-0. 29 30 IV. PUBLIC HEARING — NONE. 31 32 V. REPORTS FROM COMMISSION AND STAFF — NONE. 33 34 VI. GENERAL BUSINESS OF COUNCIL. 35 36 A. Request for Special Event for the 2nd Annual Village Winterfest on March 7, 2020 with 37 approval of temporary liquor license for the event. 38 39 Mr. Chad Gillard, Co -Navigator of Voyagers made a presentation to the City Council. 40 41 Councilmember Jenson indicated there was talk about raising funds to support Village Winterfest 42 and Nourish 282 and he wondered where the revenue came from to support that. 43 44 Mr. Gillard stated there are some events where residents participate in which those events have 45 registration fees but most of the revenue comes from the liquor that is sold, which is why he is 46 asking for approval of the liquor license.
