Mr. Christian, Carbone’s Pizzeria, along with his partners thanked the City for hearing this 1 <br />today. He indicated Carbone’s Pizzeria is in Silver Lake Village and recently remodeled in the 2 <br />dining room and hope to serve beer and wine soon. He noted his business does catering as well. 3 <br /> 4 <br />Motion by Councilmember Walker, seconded by Councilmember Jenson, to approve Resolution 5 <br />20-013; a Resolution Approving a Wine/Strong Beer License for Carbone’s Pizzeria located at 6 <br />2700 39th Avenue NE. 7 <br /> 8 <br />Motion carried 5-0. 9 <br /> 10 <br />D. Ordinance 2020-01; an Ordinance Amending Chapter 150 of the City Code concerning 11 <br />access to multi-family house structures by United States Census Bureau Employees. 12 <br /> 13 <br />City Manager Casey reviewed the resolution with the Council and indicated that the City is 14 <br />partnering with the State of Minnesota Demographer’s office to ensure a complete count in the 15 <br />2020 Census. 16 <br /> 17 <br />Councilmember Randle asked upon access to the multi-family housing, is this a one-time 18 <br />approach or will it continue to come back on multiple occasions. City Manager Casey indicated 19 <br />he was not sure how many times it will be but in order to achieve their goal and the goal is to be 20 <br />able to have this done electronically. Follow ups will be done with those that were not done 21 <br />electronically and there is a certain point where the Census Bureau will stop coming around. 22 <br /> 23 <br />Councilmember Randle indicated he has always wondered how accurate the Census counts were. 24 <br /> 25 <br />Councilmember Webster appreciated City Manager Casey bringing this issue to the Council. 26 <br />One of the other undercounted groups known is families with children birth to age five and in 27 <br />2018 when the birth data was looked at for all of the babies born in St. Anthony, fifty-five 28 <br />percent of the babies born were to families who live in apartment communities. She appreciated 29 <br />the support and thought this will benefit the entire community. 30 <br /> 31 <br />Mayor Stille indicated this is exacerbated by the fact that St. Anthony does have a lot of multi-32 <br />family housing and that is the type of housing and residents, people who occupy multi-family 33 <br />housing are the ones that are most likely to be undercounted. 34 <br /> 35 <br />Mayor Stille asked if there was anyone in the audience wishing to speak. No one came forward. 36 <br /> 37 <br />Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve the first 38 <br />reading of Ordinance 2020-01; an Ordinance Amending Chapter 150 of the City Code 39 <br />concerning access to multi-family house structures by United States Census Bureau Employees. 40 <br /> 41 <br />Motion carried 5-0. 42 <br /> 43 <br />E. Resolution 20-014; a Resolution Establishing an Absentee Ballot Board for the 2020 44 <br />Election Year. 45 <br /> 46 <br />4
