2019 Annual Report • Administration • St. Anthony Village, Minnesota

9

BODY CAMERAS
The police department fully implemented the Panasonic Body Worn Camera
(BWC) program in November of 2018. Officers of the St. Anthony Police
Department have embraced this technology and have been diligent in following
policy regarding deployment and use. The department engaged in daily record
management reviews throughout 2019 to ensure equipment is being used
properly. Department supervisors were required to complete monthly audits to
ensure equipment is being used properly and in accordance with policy. The
yearend percentage of videos found to be within compliance was 99%. This preliminary work
was conducted in anticipation of completing a biennial independent audit (2020) of the data to
determine whether data has been appropriately classified according to Minnesota state statute.
More information will be presented in the Police Department’s Annual Report.

2040 COMPREHENSIVE PLAN UPDATE
The City of St. Anthony is nearing completion of the required 2018
Update to Comprehensive Plan. This three-year process began on
January 14, 2016, and over the years The Comp Plan Steering Committee
was created and met twelve times. Also in that time period, input was
collected throughout the process from over 15 engagement sessions. On
November 27, 2018 at the City Council meeting, the council approved the
draft comprehensive plan and authorized submission to the Metropolitan
Council for review. Once the Metropolitan Council has completed
review, the plan will return to the City Council for adoption and
implementation. More information is available on page 48.
