Three Rivers Park District Programming, Updates and Activities 2 <br /> 3 <br />Ms. Alyssa Baguss representing Three Rivers Park District, provided an update on 4 <br />Silverwood Park. They are a regional center for the arts and environment. Ms. Baguss 5 <br />provided an update on programs and distributed information on those programs. The 6 <br />amenities within the park were highlighted. The park is open 363 days a year. There is a full-7 <br />service café in the visitor’s center. A shoreline restoration project is being done on the island. 8 <br />There will be four fully accessible fishing platforms available. The café will be rebranded and 9 <br />have a new name. 10 <br /> 11 <br />Mr. Hartman asked about summer rentals and Ms. Baguss stated there are canoe and kayak 12 <br />rentals available. 13 <br /> 14 <br />C. Turf Study and C4 Backstop and Safety Netting 15 <br /> 16 <br />Mr. Mark Gibbs representing the St. Anthony/New Brighton School District, discussed the 17 <br />turf study and C4 Backstop and Safety Netting. The backstop replacement on Palm Field at 18 <br />Central Park was reviewed. The school district is replacing the fencing and netting on the 19 <br />field. 20 <br /> 21 <br />The City and School District investigated the option of artificial turf at Central Park. The 22 <br />School District is doing a feasibility study and has looked at grant possibilities. 23 <br /> 24 <br />Chair Jordahl Redlin asked if Mr. Gibbs had an estimate of the cost and Mr. Gibbs stated 25 <br />approximately $1M. Chair Jordahl Redlin asked if safety of a turf field compared to regular 26 <br />grass is included in the study and Mr. Gibbs stated the turf is thought to be safer. They would 27 <br />just be looking at turf on one field. 28 <br /> 29 <br />Ms. Palmer stated Dr. Erdahl has not provided an update but some grants have been applied 30 <br />for by the School District. There is a lot more information forthcoming. Ms. Palmer stated Dr. 31 <br />Erdahl would have more information. 32 <br /> 33 <br />D. Electric Vehicles Report 34 <br /> 35 <br />Ms. Kim Napoline presented a power point titled “Driving Towards an Electric Future: Policy 36 <br />and Research for Electric Vehicles. Ms. Napoline represents the University of Minnesota. She 37 <br />is a graduate student looking at Electric Vehicles. Ms. Napoline reviewed her research project. 38 <br />There are 21 EV owners in St. Anthony. The five EV principles were reviewed as well as key 39 <br />concepts. Ms. Napoline made initial site recommendations for St. Anthony being City Hall, 40 <br />Silver Lake Village and Silverwood Park. 41 <br /> 42 <br />Ms. Palmer asked about the cost of the chargers and Ms. Napoline stated from a few hundred 43 <br />dollars to $50,000 depending on the type of charger. Ms. Napoline will make a presentation to 44 <br />the City Council on December 10, 2019. 45 <br /> 46
