City Council Regular Meeting Minutes <br />February 26, 2020 <br />Page 4 <br />1 <br />2 Councilmember Walker explained there was discussion about the mission statement and the <br />3 vision statement and in the document, it says that no changes were made, and he was curious if <br />4 that was final or could there be future discussion, or will things stay as they are. Mr. Casey <br />5 stated in regard to the document stating no changes were made, as of what was presented in 2019 <br />6 Strategic Plan and a couple of years before that compared to what is presently in front of the <br />7 Council there were no changes that were made so that would reflect why that comment was <br />8 made. In regard to the question of if there are opportunities for that, it would be up to the City <br />9 Council as policy makers to see if that discussion should be revisited. He believed that the <br />10 facilitator that led it, stated his opinion and talked a little on Friday morning that there are <br />11 organizations that do take a look at their mission and vision and the amount of time it takes to <br />12 make sure it gets its just due of conversation because those are the guiding direction for this <br />13 organization and is something that should have a lot of dialogue and time to make sure it is done <br />14 carefully in regard to any changes. <br />15 <br />16 Councilmember Walker stated at the Thursday session there was a comment regarding the term <br />17 inclusion and the document Mr. Casey sent out it was noted that the word was too political, and <br />18 he was not sure exactly what that meant. Mr. Casey stated the comments that are being referred <br />19 to is discussions throughout the sessions on Thursday, the facilitator, as he led the discussions <br />20 used several big white pieces of paper to try to capture what the discussions were. The facilitator <br />21 offered to type up the information on the white sheets into a document. He noted the information <br />22 was documented but he was not sure who said the comment or how it was stated in the <br />23 discussion. <br />24 <br />25 Councilmember Randle indicated the comment was made by him and he stood by that comment. <br />26 He stated inclusion today has been used so much as a political buzzword to the point that people <br />27 do not actually know what it means anymore. He noted that is only from his standpoint. What <br />28 he wanted was for someone to talk and tell him what the City needs to do to be more inclusive or <br />29 how does the City feel it is not being inclusive. <br />30 <br />31 Councilmember Webster thanked Mr. Casey and his staff to planning the goal setting. She <br />32 appreciated the reports from the Department Heads to help her understand what will be on the <br />33 Council's radar a year, three years, five years and ten years from now. <br />34 <br />35 Mayor Stille reviewed the process that the two-day strategic plan meeting involved. <br />36 <br />37 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve the 2020 <br />38 Strategic Plan. <br />39 <br />40 Motion carried 5-0. <br />41 <br />42 C. St. Anthony Administration Department Annual Report. <br />43 <br />44 City Manager Casey presented the St. Anthony Administration Department's annual report to the <br />45 City Council. <br />46 <br />
