The addition will be no more than a single story in height, consistent with the existing <br />4 building height. <br />5 D. The roof of the addition will include an eave of no more than 6 inches in width, to <br />6 minimize encroachment toward the abutting property line. <br />7 <br />8 Ayes — 4, Nays - 1 (Webster). Motion Carried <br />9 <br />10 Councilmember Webster explained she appreciated the debate regarding this application for the <br />11 variance and she honors and respects the decision made by Planning. When she looked at this <br />12 issue, she really looked at the bigger issue which is the City Council being asked to consider a <br />13 variance for a house that is likely to be flipped and her concern regarding this variance centers <br />14 how a City action, such as approving a variance, may increase the value of a home that may be <br />15 flipped and therefore the action as a City maybe, in fact, exasperating the challenge of preserving <br />16 naturally occurring affordable housing in the community. At a future Worksession she would <br />17 like to propose that, as a City Council, to discuss goals for preserving naturally occurring <br />18 affordable housing in St. Anthony. <br />19 <br />20 Mayor Stille thought the Council could certainly discuss that at a future Worksession. <br />21 <br />22 VI. GENERAL BUSINESS OF COUNCIL. <br />23 <br />24 A. St. Anthony Liquor Operations Annual Report. <br />25 <br />26 Liquor Operations Manager Mike Larson presented the Liquor Operations Annual Report to the <br />27 Council. <br />28 <br />29 Councilmember Webster indicated since the last Council meeting she has had the opportunity to <br />30 meet with Mr. Larson and she appreciated the chance to learn more about the changes he has <br />31 seen in the liquor store sales and different sale of products and the trends through his experience <br />32 in this business and he believed he shared that right now the stores sell eighteen hundred labels <br />33 of wine and how that has shifted from the days of Bartles and James, as an example. She <br />34 appreciated Mr. Larson's response to the customers and his superb customer service. <br />35 <br />36 Councilmember Walker asked Mr. Larson if he knew why there was a dip in 2017 in sales. Mr. <br />37 Larson explained in 2017 there was a large big box retailer that moved into the market and also <br />38 two weeks apart from them opening their store Wal-Mart closed so 2017 was the end of the slide. <br />39 That was the proverbial rock bottom and now he is implementing everything learned through <br />40 those difficult times and taking advantage of a better market now to continue with an upward <br />41 climb. <br />42 <br />43 Councilmember Randle stated after two years of looking at the P&L report he wondered how <br />44 labor can remain at thirteen percent. Mr. Larson stated he was blessed with a great staff that is <br />45 highly motivated and productive that are committed to the mission and vision statement and are <br />46 loyal to the community. <br />
