City Council Regular Meeting Minutes <br />March 10, 2020 <br />Page 7 <br />1 <br />2 Councilmember Jenson commended Mr. Larson's leadership team and staff on the integrity of <br />3 the whole team after seeing the physical inventory with hardly any loss. Mr. Larson thanked the <br />4 Council and Councilmember Jenson and indicated part of the control of the sale of alcohol <br />5 doesn't necessarily always occur at the point of sale. It also occurs at the backdoor and ordering <br />6 process and is controlling the inventory as well. <br />7 <br />8 Mayor Stille reviewed the 10-year profit history and indicated at one time in the Capital <br />9 Investment Plan the City was relying on the liquor store to provide that kind of help with <br />10 revenue. As a Council, they have had to deal with decline in revenue over the last six years <br />11 when the big box store came in the area and the good news is $255,000 on the average is about a <br />12 $250,000 annuity every year that the liquor store provides and he thinks Mr. Larson is doing very <br />13 well and he appreciates Mr. Larson's response to what he has had to deal with because he knew <br />14 personally it was hard for Mr. Larson to deal with as well. <br />15 <br />16 Mayor Stille thanked Mr. Larson for the presentation, for the best year in a long time and all of <br />17 the hard work as well as staffs. <br />18 <br />19 B. Resolution 20-024; a Resolution Calling for a Hearing for the 2020 Street and Utility <br />20 Improvements. <br />21 <br />22 C. Resolution 20-025; a Resolution Declaring the Cost to be Assessed and Ordering <br />23 Preparation of the Proposed Assessments for the 2020 Street and Utility Improvements. <br />24 <br />25 D. Resolution 20-026; a Resolution Calling for a Hearing on the Proposed Assessments for <br />26 the 2020 Street and Utility Improvements. <br />27 <br />28 City Engineer Messner reviewed the resolutions with the Council. <br />29 <br />30 Motion by Councilmember Webster, seconded by Councilmember Randle, to approve <br />31 Resolution 20-024; a Resolution Calling for a Hearing for the 2020 Street and Utility <br />32 Improvements, Resolution 20-025; a Resolution Declaring the Cost to be Assessed and Ordering <br />33 Preparation of the Proposed Assessments for the 2020 Street and Utility Improvements, and <br />34 Resolution 20-026; a Resolution Calling for a Hearing on the Proposed Assessments for the 2020 <br />35 Street and Utility Improvements. <br />36 <br />37 Motion carried 5-0. <br />38 <br />39 E. Resolution 20-027; a Resolution Amending the City of St. Anthony's Assessment Policy. <br />40 <br />41 City Engineer Messner reviewed the resolution with the Council. <br />42 <br />43 Councilmember Jenson thanked Mr. Messner for the clarification of the amendment for lots 2 <br />44 versus lot 42 because he could not understand the differential until Mr. Messner explained it. <br />45 <br />
