<br /> <br />MEMORANDUM <br /> <br />To: St. Anthony Village City Council <br />From: Ryan Grittman / Stephen Grittman, City Planner <br /> <br />Date: City Council Regular Meeting: May 12, 2020 <br /> <br />NAC Project No. 323.01 – 20.06 <br />Request: Request to keep three (3) chickens in an R-1 Zoning District <br /> <br />Location: 3509 31st Avenue NE <br /> <br />DISCUSSION AND STAFF RECOMMENDATION <br />Staff has received an application from the owners at 3509 31st Avenue NE dated April 23, 2020 requesting <br />a permit to keep three female chickens at their residential property. The property is zoned R-1, Single <br />Family Residential, and is surrounded by single family homes in all directions. <br />The Applicants have provided a site plan of the property showing the location and dimensions of the <br />chicken coop in relation to their property. The proposed location will utilize an existing shed on the west <br />side of the property along with a <br />proposed chicken run approximately 40 <br />square feet in size. The applicants have <br />not indicated how tall the chicken run will <br />be, but have stated that it will be fully <br />enclosed. <br />The applicants have provided a site plan <br />that shows the dimensions of the shed <br />and the proposed run, but have not <br />indicated the setbacks. In review of <br />aerial photos, the shed appears to be <br />about eight feet from the side property <br />line. This would be compliant with the <br />five foot setback requirement. <br />The chicken coop will be located in an <br />area of the property that will be screened <br />by vegetation from the property to the north, but not appear to have significant screening from the <br />property to the west. Staff is recommending that planted evergreen screening be extended to screen the <br />run from the neighboring property to the west. <br /> <br />9
