City Council Regular Meeting Minutes <br />April 28, 2020 <br />Page 3 <br />1 Grittman, eight different Councilmembers, not to mention a lot of different consultants through <br />2 the environmental aspect and the capacity aspects that had to accessed. This is a document that <br />3 he compares to the previous Comprehensive Plan and it is night and day in terms of the thought <br />4 and preparation that went into this plan. He congratulated the community and thank the people <br />5 who have put a lot of time and effort into this. <br />6 <br />7 Motion by Councilmember Randle, seconded by Councilmember Walker, to approve Resolution <br />8 20-043; a Resolution Approving and Adopting the Final 2040 Comprehensive Plan for the City <br />9 of St. Anthony Village. <br />10 <br />11 Motion carried 5-0. <br />12 <br />13 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />14 <br />15 City Manager Casey reported that the liquor store operations are open in both locations. The <br />16 hours are 12:00 p.m. to 8:00 p.m., Monday through Saturday. City Hall and the Fire Department <br />17 with city staff are fully operational. He noted the City needs to reschedule the Spring cleanup, <br />18 which was scheduled for Saturday, May 2nd. The City is hoping to have that rescheduled to <br />19 sometime in the Fall. For residents that have bulky items that need to be removed now he <br />20 suggested contacting the refuse hauler to set up an agreement for haul away and work out the <br />21 price. <br />22 <br />23 Councilmember Webster stated Village Fest is meeting next week to determine the fate of the <br />24 event for 2020. St. Anthony Qantas has cancelled their meetings through the remainder of May <br />25 as well and two weeks ago was the Community Services Advisory Council meeting where she <br />26 was able to give an update from the Council. <br />27 <br />28 Councilmember Walker stated he has been in communication with City Manager Casey about <br />29 social distancing, particularly around the tennis courts. He stated he is an avid tennis player and <br />30 has seen things there that he does not like to see in terms of not abiding by the six feet rule and <br />31 with the number of players there. One of the things that has happened since the discussion has <br />32 been signage put up on the fence of the court to encourage social distancing. In addition to that <br />33 City Manager Casey informed him that there are picnic tables near the site to the court to <br />34 encourage people to sit there rather then at the gate to the tennis courts to socialize. <br />35 <br />36 Councilmember Randle stated he joined the League of Minnesota Cities webinar on April 21 St <br />37 and was given the Legislative update. He was also given an update on the open meeting law and <br />38 what was good to hear is that eighty percent of the cities are now meeting electronically. Most <br />39 cities are now abiding by social distancing. Friday, April 23rd he joined the conversation with <br />40 Governor Tim Walz that was also put on by the League of Minnesota Cities and what he got <br />41 from that is there was some interest from the City about 5G. On April 24th, he joined the Town <br />42 Hall meeting with Representative Omar with the Minnesota Department of Employment and <br />43 Economic Development and the topics were mainly about unemployment. <br />44 <br />45 Mayor Stille stated he indicated on the 24th of April there was a League of Minnesota Cities <br />46 webinar with Governor Walz specifically related to COVID and Governor Walz was his <br />
