REQUEST FOR COUNCIL CONSIDERATION <br />Meeting Date: May 26, 2020 <br />Resolution- Amending of Community Center lease with the St. Anthony-New Brighton School <br />District for funds to be directed toward the Community Stadium project and tiling of C2 & C3 <br />ballfields <br />OVERVIEW: <br />In front of you this evening is a Resolution to amend the Community Center lease with the St. <br />Anthony-New Brighton School District for funds to be directed toward the Community Stadium <br />project and tiling of C2 & C3 ballfields. <br />As presented in the city of St. Anthony’s strategic plan, an identified action step is “Explore Turf <br />Improvements with School District”. <br />The St. Anthony-New Brighton School District #282 is requesting financial assistance with the <br />construction of a Community Stadium project that would replace natural grass with artificial turf on <br />the existing football/soccer field and replace the pea gravel track with asphalt. The school district <br />estimates the total cost of the Community Stadium project to be $2,626,000. <br />In addition, C2 & C3 ballfields and surrounding walking paths do not currently drain properly. <br />Maximizing the economies of scale including mobilization, the tiling of C2 & C3 ballfields could be <br />part of the school district’s Community Stadium project. Staff estimates the tiling costs to be $90,000 <br />for an overall total project costs of $2,716,000. <br />If the City Council wishes to provide financial assistance, one option would be to amend the <br />Community Center lease between the City and School District. The 1996 lease between the City and <br />School District for the School District’s use of the Community Center was set to expire in 2016. On <br />November 8, 2016, the City Council and School Board approved an amended ten-year lease. <br />By consensus of the City Council at the May 4, 2020 Work Session, the City Council expressed <br />interest in contributing to the Community Stadium turf project along with tiling C2 & C3. This would <br />be done by the City amending the lease and not raising the lease amount as currently planned <br />beginning in 2022. Instead, three additional year terms would be added to the lease. The additional <br />lease capacity would be beneficial to the School District to use for the Community Stadium turf project <br />and tiling of C2 & C3. Tiling of C2 & C3 would also remove water from the surrounding trail. C1 & <br />C4 have been tiled by the School District. <br />27
