REQUEST FOR COUNCIL CONSIDERATION Meeting Date: May 26, 2020 Resolution- Amending of Community Center lease with the St. Anthony-New Brighton School District for funds to be directed toward the Community Stadium project and tiling of C2 & C3 ballfields OVERVIEW: In front of you this evening is a Resolution to amend the Community Center lease with the St. Anthony-New Brighton School District for funds to be directed toward the Community Stadium project and tiling of C2 & C3 ballfields. As presented in the city of St. Anthony’s strategic plan, an identified action step is “Explore Turf Improvements with School District”. The St. Anthony-New Brighton School District #282 is requesting financial assistance with the construction of a Community Stadium project that would replace natural grass with artificial turf on the existing football/soccer field and replace the pea gravel track with asphalt. The school district estimates the total cost of the Community Stadium project to be $2,626,000. In addition, C2 & C3 ballfields and surrounding walking paths do not currently drain properly. Maximizing the economies of scale including mobilization, the tiling of C2 & C3 ballfields could be part of the school district’s Community Stadium project. Staff estimates the tiling costs to be $90,000 for an overall total project costs of $2,716,000. If the City Council wishes to provide financial assistance, one option would be to amend the Community Center lease between the City and School District. The 1996 lease between the City and School District for the School District’s use of the Community Center was set to expire in 2016. On November 8, 2016, the City Council and School Board approved an amended ten-year lease. By consensus of the City Council at the May 4, 2020 Work Session, the City Council expressed interest in contributing to the Community Stadium turf project along with tiling C2 & C3. This would be done by the City amending the lease and not raising the lease amount as currently planned beginning in 2022. Instead, three additional year terms would be added to the lease. The additional lease capacity would be beneficial to the School District to use for the Community Stadium turf project and tiling of C2 & C3. Tiling of C2 & C3 would also remove water from the surrounding trail. C1 & C4 have been tiled by the School District. 27
