Resolution 20-046; a Resolution Approving the request for a preliminary and final plat as 6 <br />“Silver Lake Village 3rd Addition”, creating two development parcels subject to the 7 <br />regulations of the Silver Lake Village PUD at 3800 Silver Lake Road 8 <br /> 9 <br />City Planner Grittman reviewed the resolution with the Council and indicated that the 10 <br />recommendation is based on a finding that the proposal, with the conditions cited, is consistent 11 <br />with the requirements for Plat consideration as required by the Subdivision Ordinance, with the 12 <br />long-term objectives of the Silver Lake Village PUD, and with the recommendations and policies 13 <br />of the St. Anthony Comprehensive Plan. 14 <br /> 15 <br />Councilmember Randle stated he was confused about the units and if they are connected to the 16 <br />outlot. Mr. Grittman indicated there are no units on outlot B, that is Salo Pond and park area as 17 <br />currently planned now. 18 <br /> 19 <br />Mayor Stille explained he would vouch for the context of this particular project. 496 units on 20 <br />one site to be built all at once on one parcel is a lot. Having the capability for the developer to 21 <br />split this in half and maybe having one lender do the first phase and one do the second phase 22 <br />provides liquidity and enhances the chances of success here for the project and he did not see a 23 <br />downside for the City. He thought this was a very reasonable request in his mind. 24 <br /> 25 <br />Motion by Councilmember Randle, seconded by Councilmember Walker, to approve Resolution 26 <br />20-046; a Resolution Approving the request for a preliminary and final plat as “Silver Lake 27 <br />Village 3rd Addition”, creating two development parcels subject to the regulations of the Silver 28 <br />Lake Village PUD at 3800 Silver Lake Road. 29 <br /> 30 <br />Councilmember Jenson explained he support this resolution because the final PUD requirements 31 <br />will continue to apply and the full build out of the project will be required to comply with the 32 <br />terms of the approved PUD. 33 <br /> 34 <br />Motion carried 5-0. 35 <br /> 36 <br />VI. GENERAL BUSINESS OF COUNCIL. 37 <br /> 38 <br />A. Resolution 20-047; a Resolution Ordering Preparation of Feasibility Report for 2021 39 <br />Street and Utility Improvements. 40 <br /> 41 <br />City Engineer Messner reviewed the resolution with the Council and indicated that staff 42 <br />recommends approving the resolution and including the Sanitary Sewer Capacity Improvements 43 <br />identified in the recently completed Environmental Assessment Worksheet (EAW) that was 44 <br />completed as part of the Silver Lake Village Redevelopment Project. 45 <br /> 46 <br />2
